Amendments made to technical regulation on personal protective equipment

The Eurasian Economic Commission's Council has amended the Customs Union's Technical Regulation “On the Safety of Personal Protective Equipment”.


The amendments account for the practical application of the technical regulation and provide for including new products (along with requirements thereto), clarifying existing requirements to the objects of the technical regulation and its conceptual framework, as well as adapting it to standard conformity assessment schemes.

 

For example, the scope of the technical regulation includes protective equipment against cuts from hand-held chainsaws and repellents designed to deter insects and arachnids (ticks), as well as safety requirements to these products.

Furthermore, the existing safety requirements to a number of personal protective equipment are specified – protective equipment against general industrial contamination, falls from height, chemical hazards, high temperatures, and electric shock.

New safety requirements are established to certain types of protective equipment. For example, dynamic load requirements to descender devices, including those with automatic control; noise absorption indicators for hearing and respiratory protection equipment; thermal insulation indicators for head and hand protection equipment; and thermal resistance and thermal insulation indicators for protective clothing used in cold water.

In view of the updated requirements in the technical regulation, its conceptual framework is also clarified. This includes the introduction of new terms and their definitions: “active substance”, “protective device”, “repellent”, “respirator”, and others.

 

According to the EEC Council's decision, the amendments shall come into effect after 12 months have elapsed from their publication, except for certain new requirements, the enactment of which is ”linked” to the inclusion of relevant test methods in the lists of standards to the technical regulation.
