Procedure for Coordinating Standardization Activities within EAEU and Procedure for Assessing Scientific and Technical Level of Technical Regulations Adopted in EAEU enacted

Decision No. 67 of the Eurasian Economic Commission’s Council “On the Procedure for Coordinating Standardization Activities within the Eurasian Economic Union” dated June 23, 2023 and Decision No. 100 of the EEC Council “On the Procedure for Conducting Mandatory Periodic Assessment of the Scientific and Technical Level of the Technical Regulations Adopted in the Eurasian Economic Union and the Accompanying Lists of Standards” dated September 27, 2023 have entered into force since February 12 this year. This was preceded by adopting the Protocol on Amendments to the Treaty on the EAEU signed on March 31, 2022.

The procedure for coordinating standardization activities within the Union is aimed at boosting interaction between the EAEU national standardization bodies in planning, developing and applying the interstate standards for implementing the EAEU technical regulations and having free circulation of products in the market, as well as in developing standards that ensure productive interaction between the Member States in industry, transport, energy and other areas.

The document aims at coordinating the activities on developing standardization in technical regulation within the Union to ensure, among other things, the production of innovative and high-tech products in the Member States.

The procedure for conducting mandatory periodic assessment of the scientific and technical level of the EAEU-adopted technical regulations and the accompanying lists of standards sets forth the stages and procedures for arranging and conducting an assessment of the scientific and technical level of technical regulations to align them with the state-of-the-art in science, technology, production and testing facilities, as well as to create conditions for raising competitiveness and export potential of the products covered by the relevant technical regulations of the Union.

The scientific and technical level of the EAEU-adopted technical regulations will be assessed at least once every five years in accordance with the plan approved by the EEC Council’s disposition.

So far, 52 technical regulations have been adopted within the EAEU, 47 of them have come into effect. Another 10 technical regulations are underway.
