The report presented at the meeting of the Supreme Eurasian Economic Council on May 29 in Astana noted that since 2022, the Member States of the Eurasian Economic Union, under the coordination of the Eurasian Economic Commission (EEC), have been working on unifying the union legislation in seed production of agricultural plants and testing plant varieties.

The adopted measures ensured the development of a common seed market and the availability of high-quality seed material for agricultural producers. In the Union, mutual trade in seeds in 2025 increased by 1.6 times to reach approx. USD 80 million compared to the beginning of the corresponding work, seed exports increased by 2.3 times to USD 82.8 million, while imports from third countries decreased by almost 1.5 times to reach USD 572.7 million.

At the SEEC meeting, the heads of state supported the advisability of continuing work on individual areas of unification of national seed legislation and the submission of a report on the progress of implementing the necessary measures in the first half of 2028.

"Generally, unification measures in seed production through the application of uniform approaches, requirements, and regulatory mechanisms contributes to increased efficiency in the agricultural sector, deeper integration, and food security for the Union countries," noted Gohar Barseghyan, the EEC Minister in charge of Industry and Agro-Industrial Complex.
