Symbat Begalievich Kaliaskarov was born in the Nura District of the Karaganda Region (Republic of Kazakhstan).

He graduated from S. Seifullin Akmola Agrarian University (2005) and Karaganda Economic University (2012).

From June 2005 to April 2017, he held various positions in Astana in the field of plant quarantine and protection: from Leading Specialist at the Territorial Department of the Ministry of Agriculture of the Republic of Kazakhstan to Chief Expert of the Department of State Plant Quarantine Inspectorate of the State Inspection Committee in the Agricultural Sector of the said Ministry.

From April 2017 to June 2024, he held senior positions in the above sphere, including he was Head of the Plant Quarantine and Digitalization Department of the State Inspection Committee in the Agricultural Sector of the Ministry of Agriculture of the Republic of Kazakhstan and Territorial Inspectorates in the Agricultural Sector in Ulytau and Astana Regions.

On July 1, 2024, he was appointed Deputy Director of the Eurasian Economic Commission's Department for Sanitary, Phytosanitary and Veterinary Measures.
