Leonid Sokolov was born in 1960 in Ayaguz, Semipalatinsk Region, Kazakhstan.
In 1984, he graduated from the Lipetsk Polytechnic Institute with a degree in automobiles and automotive management. In 2007, he graduated from the Russian Academy of Public Administration under the auspices of the President of the Russian Federation with specialty in Law.
He has an extensive experience of working in the field of motor transport, the urban transport authority, Russian ministries and agencies.
From 2006 to 2015, he served as Head of Section of the Department of State Policy in the Field of Automobile and Urban Passenger Transport of the Ministry of Transport of the Russian Federation.
From 2015 to 2021, he headed the Transport Policy Section of the Eurasian Economic Commission.
Since January 15, 2025, he was appointed Deputy Director of the Eurasian Economic Commission's Transport and Infrastructure Department.
