Zarema Alikovna Askarova was born in 1980 in Bishkek.

In 2003, she graduated from Kyrgyz National University named after Jusup Balasagyn with specialty in Jurisprudence.

In 2005–2006, she worked as Computer Operator for a group of specialists on technical maintenance of the Office of the Prime Minister of the Kyrgyz Republic, Department of Presidential Affairs of the Kyrgyz Republic.

In 2006–2007, she was Specialist and Senior Inspector of the group of specialists supporting the activities of the Office of the Prime Minister of the Kyrgyz Republic, Department of Presidential Affairs of the Kyrgyz Republic.

From 2007 to 2009, she was Expert in the legal analysis and expertise sector of the Legal Support and Human Resources Section, as well as Expert in the Regulatory Impact Analysis Section of the Office of the Prime Minister of the Kyrgyz Republic.

In 2009–2011, she was Head of the Regulatory Impact Analysis Section of the Business Development Department, Department of Licensing Regulation and ADMS of the Ministry of Economic Regulation of the Kyrgyz Republic, Head of the Section of the Committee on Human Rights, Equal Opportunities and Public Associations, Office of the Jogorku Kenesh of the Kyrgyz Republic.

From 2011 to 2012, she was Research Officer and Deputy Director of the National Institute for Strategic Studies of the Kyrgyz Republic.

In 2012–2014, she was Lawyer, Head of Office, and Director of the Institute for Public Policy Research at the Academy of Public Administration under the President of the Kyrgyz Republic.

From 2014 to 2019, she worked in international organizations.

From 2019 to 2021, she was Expert at the Legal Review Section, Office of the Government of the Kyrgyz Republic.

From February 2021 to May 2025, she served as Deputy Minister and First Deputy Minister of Justice of the Kyrgyz Republic.
