EEC Board decided to liberalize import and export of certain categories of precious metals
The Eurasian Economic Commission's Board has changed the regulation of the import/export of precious metals and commodities containing precious metals. "The changes are aimed at liberalizing the import and export of certain categories of precious metals, simplifying the state control, optimizing the list of documents to be submitted by a participant of foreign trade activities to public authorities, as well as applying unified measures of non-tariff regulation to identical goods", noted Vahagn Ghazaryan, Director of the EEC Tariff and Non-Tariff Customs Regulation Department. According to him, in particular, this entails the exclusion from regulation of goods with a share of precious metals not exceeding 2% of the weight. Besides, given the possibility of receiving documents in electronic form, it is allowed to submit copies of documents (export license, specification for goods) instead of originals for state control. Furthermore, the requirements to have a document on the conditions of processing goods outside the EAEU customs territory are excluded if the purpose of applying the customs procedure for processing goods outside the customs territory is the repair of goods; a number of other amendments are introduced as well. The Decision shall come into effect after 30 calendar days have elapsed from the date of its official publication.

List of products subject to mandatory conformity assessment to EAEU technical regulation on oil and fat products updated
The meeting of the Eurasian Economic Commission's Board approved an updated List of products subject to mandatory conformity assessment to the requirements of the Customs Union's Technical Regulation "Technical regulation on fat and oil products" (TR CU 024/2011), in respect of which compliance with technical regulation measures should be confirmed when they are placed under customs procedures, with due regard to the provisions of the Procedure for importing products into the customs territory of the Eurasian Economic Union. The updated list of products includes 86 codes of the Commodity Nomenclature of the EAEU Foreign Economic Activities detailed to the tenth digit for 19 groups of edible fat and oil products and two groups of inedible fat and oil products, the conformity assessment document for which is a declaration of conformity. The list is intended for participants of foreign economic activities and is used for customs administration. Besides, the list of products according to amendments No. 2 to TR CU 024/2011 adopted in December 2023 is supplemented with such type of fat and oil products as "non-tempered cocoa butter substitutes of mixed type" with the CN FEA of the EAEU code 1517 90 990 0. The Decision of the Commission's Board shall come into effect after 30 calendar days have elapsed from the date of its official publication.

Askar Japparkulov told NES students about implementing EAEU agreed macroeconomic policy
The principles of the Eurasian Economic Union functioning, implementation of the agreed macroeconomic policy, as well as the main directions of the integration association's economic development were the main topics of the meeting between Askar Japparkulov, Director of the Eurasian Economic Commission's Macroeconomic Policy Department, and students of the New Economic School (NES), held on April 15. Speaking about the practical implementation of the Treaty on the EAEU, Askar Japparkulov noted that "the Commission has accumulated considerable experience in developing and implementing measures aimed at ensuring macroeconomic stability of the Union's States and compliance with the quantitative values of indicators that determine the sustainable economic development". He added that the recommendations and joint measures developed by the authorized bodies and the Commission contributed to ensuring fiscal and debt sustainability, reducing inflationary processes, and had a positive impact on the Union's economic stability. "The Commission is looking forward to young and promising specialists in the field of macroeconomics. Work in the international organization will enable not only to apply your theoretical knowledge in macroeconomics, but also to gain unique experience of communication in a multinational and multicultural environment, to apply in practice the economic diplomacy tools to address key issues of the EAEU development," Askar Japparkulov stressed, speaking about career opportunities in the Commission for students and graduates of the New Economic School.

Eldar Alisherov held a working meeting on cross-border e-commerce
Eldar Alisherov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission, held a working meeting with representatives of the largest marketplaces of the Eurasian Economic Union. Eldar Alisherov informed them about the progress in ratification of the Protocol on Amendments to the EAEU Customs Code in terms of regulating foreign electronic commerce and the work conducted by the Commission to prepare acts in its furtherance. The discussion covered the most pressing issues of new regulation in this area. In particular, it touched upon common customs duty rate for e-commerce goods purchased by natural persons; a list of exempt goods that will not be cleared according to the new rules; the possibility of establishing duty-free import standards for e-commerce goods, as well as applying non-tariff and technical regulation measures to such goods. The EEC Minister emphasized the importance of joint work of government bodies and businesses in preparing the Commission's acts on the regulation of foreign electronic commerce and confirmed his readiness to continue a constructive dialogue at the venue of the EEC Customs Unit.

EEC and Peoples' Friendship University of Russia continue cooperation
Representatives of the Eurasian Economic Commission's Industrial Policy Department took part in the international scientific and practical conference of the Institute of Foreign Economic Security and Customs of the Peoples' Friendship University of Russia (RUDN) "EAEU Economic Strategies: Challenges and Innovations". Dmitry Yaroshenko, Head of the Department's Section for Voluntary Approval of Specific Subsidies and Proceedings, informed on forming and maintaining the Eurasian Economic Union's industrialization map, the Eurasian Technology Platforms, implementing intergovernmental programs, and the Commission's information analytics in industries. The students were particularly interested in the new mechanism of financing joint cooperative projects of the EAEU countries. Those interested were invited to work within the sector-specific expert groups functioning at the Department's platform. As part of the arrangements between the EEC and RUDN, the Industrial Policy Department actively cooperates with the university. The RUDN students undertake an internship at the Department, and exchange experience at the expert level.

EAEU adopted uniform Rules for pharmaceutical inspections of pharmacovigilance systems of medicine manufacturers
At its meeting held on April 12, the Eurasian Economic Commission's Council supplemented Decision No. 83 of the EEC Council dated November 3, 2016 with the Rules for pharmaceutical inspections for compliance with the requirements of the Good Pharmacovigilance Practice Rules of the Eurasian Economic Union. Valentin Tataritsky, EEC Minister in charge of Technical Regulation, noted: "The amendments are aimed at preserving medicines with a proven positive benefit-risk profile in circulation in the Union's pharmaceutical market and excluding from circulation and production those medicines that pose a threat to public health and well-being of the population". Nowadays, the authorized bodies of the Eurasian Economic Union States inspect the pharmacovigilance system of marketing authorization holders in accordance with the Member States' legislation. This creates the prerequisites for different approaches to pharmaceutical inspections of the pharmacovigilance system and possible non-recognition of the inspection results in some EAEU countries. The document adopted by the EEC Council establishes unified approaches to the procedures for conducting inspections of pharmacovigilance systems and interaction between the Member States' authorized bodies. Repeated (duplicate) inspections of medicine manufacturers by each of the Member States' inspectorates are eliminated, which will make it possible to optimize inspection resources. The Rules for pharmaceutical inspections of the pharmacovigilance system are harmonized with the current version of the European Rules and are based on the best practice and use of experience in assessing real issues of safety and efficacy of medicinal products circulating in the Union's pharmaceutical market.

Rules for conducting bioequivalence studies of medicinal products amended
On April 12, the Eurasian Economic Commission's Council amended the Rules for conducting bioequivalence studies of pharmaceuticals within the Eurasian Economic Union. The amendments concern two procedures – the selection of a reference preparation in conducting bioequivalence studies of medicinal products and the procedure for replacing human bioequivalence studies with model laboratory studies (conducting a biowaiver). The procedure for selecting reference medicinal products includes the possibility of selecting additional alternatives. As Valentin Tataritsky explained to the EEC Council members, "the amendment is due to the difficulties that arise with the supply of original pharmaceuticals, selected as reference ones, to the Union's customs territory". These options make it easier to procure pharmaceuticals in third countries as well as allow for the wider use of copied pharmaceuticals (generics) as reference medicines. Changes in the requirements to the biowaiver procedure include the possibility of using this procedure for prodrugs – medicines that contain initially inactive molecules, and their transformation into medicines occurs in the human body. There is another possibility - using this procedure for 3rd class medicines (poorly soluble but well absorbed medicines) without obtaining the approval of the Expert Committee on Medicines. The amendments are in line with similar regulations used in the European region, Asia and America countries, as well as approaches used by the World Health Organization to allow the circulation of generics.

Sports equipment and inventory included in Unified list of products regulated within EAEU
At its meeting held on April 12, the Eurasian Economic Commission's Council supplemented the Unified List of products regulated within the Eurasian Economic Union with certain types of sports equipment and inventory. In particular, the List includes sports and fitness equipment and inventory – gates for football, mini-football, handball, and hockey, targets for skeet shooting and sporting events, as well as gymnastic equipment and inventory – combined asymmetric/parallel bars, parallel bars, crossbars, gymnastic devices for vaulting, balance beams, trampolines, rings, wall bars, lattice ladders, frame structures for climbing, wooden horses, goats, ropes, jumping tables, benches and mats, and tumbling tracks. "Unfortunately, injuries are not uncommon in physical activities, including sports competitions," noted Valentin Tataritsky, EEC Minister in charge of Technical Regulation. "As practice shows, existing but non-binding mechanisms to ensure the safety of sports equipment, for example voluntary certification, do not eliminate the problem. The decision adopted by the Commission's Council will certainly help improve the situation". The addition of certain types of sports equipment and inventory to the Unified List is the legal basis for establishing mandatory requirements to them. Now such requirements can be established either in the Union's technical regulations or in the relevant national legal acts.
