Russian tax legislation updated in accordance with EAEU law
The Eurasian Economic Commission informs that necessary amendments and additions have been made to the tax legislation of the Russian Federation as part of implementing the Protocol on amendments to the Treaty on the Eurasian Economic Union. They concern the reporting on indirect taxation (VAT and excise duties) by importers of goods from the EAEU countries. The amendments are due to the introduction of a special procedure for paying VAT when importing goods from the Union countries by residents of the Russian free economic areas (FEAs) and are designed to ensure equal conditions for collecting indirect taxes in respect of goods from the EAEU and third countries. Now, in accordance with the updated legislation of the Russian Federation, importers of goods from the Union States must submit VAT and excise duty returns no later than September 20, 2023. The new form and procedure for completing the relevant declaration as well as the formats of its electronic submission came into effect on August 13 of this year. Besides, for residents of a free economic area, the indirect tax declaration is supplemented with a new Section 1.1 in respect of goods imported by them into the Russian free economic area from the EAEU territory. Line 060 is designated for goods sold with VAT within 180 calendar days, line 070 – for goods not sold within the same period and (or) sold without VAT. The procedure for filling out the amended declaration is stipulated in Annex No. 3 to the relevant Order of the Federal Tax Service of Russia. Updating the Russian tax legislation is the final stage of comprehensive efforts to ensure a non-discriminatory procedure for VAT taxation when importing goods from the Union States to the FEA territory. For reference The Protocol on amendments to the Treaty on the EAEU, signed by the Heads of State of the Union on February 8, 2021 in Moscow, came into effect on April 3, 2023.

New trends in law enforcement practice to combat trafficking in counterfeit goods in EAEU to be discussed on October 5 in St. Petersburg
A discussion session "New Trends in Law Enforcement Practice to Combat Trafficking in Counterfeit Goods in the EAEU" organized by the Business Development Department of the Eurasian Economic Commission will be held on October 5 in St. Petersburg as part of the business program of the 11th International Forum "Anti-Counterfeiting 2023". The following is planned to be discussed at the event: - results of monitoring of law enforcement practice in the EAEU States in protecting intellectual property rights for 2022; - changes in legislation and current trends in the practice of administrative and law enforcement authorities of the EAEU countries in combating illegal use of intellectual property objects; - interaction between public authorities and right holders to prevent the spread of counterfeit goods in the new business environment; - abuse of the right by trademark owners and changes in administrative and judicial practice on "parallel" import. The session speakers will include representatives of the Eurasian Economic Commission and other international organizations, law enforcement and customs officials, specialists from law firms of the Union States practicing in the field of intellectual property rights protection. The Forum and the discussion session can be participated free of charge. Registration of participants is open on the event's website. In 2023, Russia holds the presidency of the Eurasian Economic Union. The first International Anti-Counterfeiting Forum was held in 2012 in Moscow. In subsequent years, the Forum was held in the Republic of Kazakhstan, the Republic of Belarus, the Republic of Armenia, and the Kyrgyz Republic. This year, the eleventh forum will be held in St. Petersburg. The International Forum "Anti-Counterfeiting 2023" is organized by the Ministry of Industry and Trade of the Russian Federation. The Forum is co-organized by the Eurasian Economic Commission.

11th International Forum "Anti-Counterfeiting 2023" to be held on October 5-6 in St. Petersburg
On October 5-6, St. Petersburg will host the 11th International Forum "Anti-Counterfeiting 2023" dedicated to protecting the markets of the Eurasian Economic Union countries from counterfeit and forged goods, implementing state-of-the art digital mechanisms, marking and traceability systems, sharing best practices of legal regulation in the field of standardization and certification, as well as protection of intellectual property rights. As part of the Forum's business program, representatives of the Eurasian Economic Commission, the EAEU countries' public authorities, the World Intellectual Property Organization and other international organizations, professional associations and the business community will take part in the plenary session, discussion sessions and exhibition events. The Forum's main objective is to exchange ideas, opinions, and experience in the practical application of legislation, demonstrate successful projects and develop joint solutions to establish a civilized market for goods and services in the EAEU countries. According to Bakytzhan Sagintaev, Minister in charge of Economy and Financial Policy of the Eurasian Economic Commission, the Anti-Counterfeiting Forum is an integral part of the Eurasian integration agenda and makes it possible to raise awareness of the public, business community and public authorities to the problems of combating the spread of counterfeit goods. "Current trends in the manufacture and distribution of counterfeit goods necessitate the search for and discussion of new efficient instruments to combat counterfeit and forged goods in the common Eurasian market", the EEC Minister emphasized. One of the Forum's topics will include the digital marking development in the territory of the EAEU countries, and exchange of experience on implementing such a system in various commodity groups, its efficiency and possibilities for further development. “New supply chains, rotation of companies and brands in the consumer market make the issues of combating counterfeit products particularly relevant. They require implementing state-of-the-art digital technologies, and accelerated development of the digital marking and traceability system throughout the EAEU. The Forum will traditionally become the main discussion platform in this field", noted Denis Manturov, Deputy Chairman of the Government of the Russian Federation and Minister of Industry and Trade of the Russian Federation. EEC examined situation on access to secondary education for children of workers in EAEU countries
One of the most important issues for workers in the Eurasian Economic Union is the ability to get their children settled in pre-school or general educational institutions without any problems. On the eve of September 1, the Eurasian Economic Commission analyzed the problem with access of children of workers from the EAEU Member States to secondary education in the territory of the State of employment. According to the Treaty on the EAEU, children of workers from the Member State residing together with them in the territory of the State of employment have the right to attend pre-school institutions and receive education in accordance with the legislation of the State of employment. The rights of children to education are guaranteed by important international agreements to which all the Member States are parties. According to the analysis of the Member States' legislation, most public schools offer free education. Workers who are not nationals of the Member States shall have the right to receive education in general educational institutions to the same extent as nationals of the Member States. In light of the recent trend of labor migration from the Russian Federation to the EAEU countries, the possibility of receiving education in Russian in the EAEU countries where Russian is not the official language should be noted. For example, the highest indicator is registered in the Republic of Kazakhstan: 3,754 out of 7,723 schools study the Russian language. The Russian language is studied in 901 schools out of 2,350 in the Kyrgyz Republic, and in 45 schools out of 1,353 in Armenia.
