The EEC website conducted a survey to identify priority tools for further development of the Single Window concept

The results of the survey of representatives of government and business entities of the countries of the Eurasian Economic Union were considered at the meeting of the specialized group of the Eurasian Economic Commission. They helped assess and evaluate the implementation of the Single Window Mechanism in the regulation of foreign economic activity.

A Single Window is understood as a mechanism of interaction between government agencies and participants in foreign economic activity, which makes it possible to significantly simplify administrative procedures, reduce time and financial costs for entrepreneurs. The main principle of the Single Window is a system that allows traders to lodge documents with a single body to fulfill all regulatory requirements.

Certain tools had to be developed to further improve national Single Window Mechanisms and to ensure their effective interaction. These tools were identified by the specialized working group, and on December 27 last year, the EEC Board recommended that the Union countries would conduct a survey among government agencies and businesses to find out the demand for these tools.

More than 700 respondents from all countries of the Union took part in the survey, conducted on the EEC website in May-June this year, including more than 300 representative state bodies and about 400 business structures. In particular, among the government agencies were representatives of national customs services, transport authorities, public registrars issuing authorisations related to foreign trade activities and others.

As noted by the members of the working group, the survey showed that respondents understand the importance of developing priority tools for further development of the Single Window systems in their countries and that they relate to managerial, legal, technological and technical spheres.

For example, one of the management tools is "Identification of the operator of the national single window in the Member State", the legal tool is "Adoption of acts of the Union bodies to ensure legally significant exchange of electronic data in the field of FEA", the technological tool is "Creation of a change management mechanism", the technical tool is "Formation of a showcase of digital services and services" and "Availability of a national portal of the single window in the field of FEA", technological tool - "Creation of a change management mechanism", technical tools - "Formation of a showcase of digital services and services" and "Availability of a national single window portal in the field of foreign economic activity".

The working group decided to prepare a detailed report on the results of the survey with analysis of respondents' answers.
