Zero duty rates and tariff incentives for particular types of critical imports to be extended until end of March 2023

The Council of the Eurasian Economic Commission approved the parties' proposals to extend the zero rates of import customs duties and tariff exemptions for particular types of critical imports until March 31, 2023.

Along with that, a decision will be adopted soon on instructions from the Commission’s Council on a number of commodity items under the EEC Board’s jurisdiction.

“Despite the positive effect of the customs and tariff regulation measures adopted in the spring, there are still some sensitive items for which the zeroing of duties or tariff exemptions are extended for six months. We mean about a quarter of the goods from the initial list,” Andrey Slepnev, EEC Minister in charge of Trade, informed.

In particular, the extension will cover raw materials: pharmaceutical and chemical products, varnishes, dyes, textile and leather processing agents, certain types of adhesives and starches, plastics, rubber and products made from them, certain cellulose products, raw materials from wool, cotton and linen, chemical threads, yarn and fibers. The list will also include some finished products, such as medicines, medical equipment, reagents for laboratory research.

The decisions will apply to legal relations arisen since October 1, 2022.

Seeking to provide priority support measures intended to increase the EAEU's economic stability and saturate the internal market with necessary goods amid external pressure, the EEC Council adopted the following decisions: No. 37 dated March 17, 2022, No. 46 dated April 5, 2022, No. 76 dated 15 April 2022, as well as decisions of the EEC Board No. 63 dated April 12, 2022, and No. 66 dated April 19, 2022. These decisions provided for the zeroing of import customs duty rates for a wide range of goods (1,307 CN FEA of the EAEU codes) until September 30, 2022. The measure enabled providing significant support to both consumers of finished products in a number of EAEU countries and import-dependent manufacturers.
