The verification procedure for customs authorities to carry out on a final declaration for previously released goods was considered at a joint meeting of the working groups under the Advisory Committee on Customs Regulation on developing the authorized economic operator concept in the EAEU countries and customs declaration.
The meeting was held under the chairmanship of Nurlan Baynazarov, Deputy Director of the EEC Department for Customs Legislation and Law Enforcement Practice, at the EEC headquarters on July 24. It was attended by about 30 representatives of government agencies and businesses of the EAEU countries.
The procedure will make it possible to create a clear course of actions for customs authorities and businesses in verifying documents and information where such a simplification for businesses as release prior to the submission of a declaration for goods is applied, when the declaration is actually submitted after the release of goods.
"This project will ensure proper regulation, increase predictability and certainty when applying the simplified procedure for declaring goods," said Nurlan Baynazarov.
The Working Group on Developing the Authorized Economic Operator (AEO) Concept in the EAEU Member States was established in 2014 to address issues related to the AEO program (Customs and Business Partnership Program). Release prior to the submission of a declaration for goods is one of the special simplifications for AEOs.
The Working Group on Customs Declaration was established in 2022, its scope of work includes issues related to the declaration of goods, including the form and procedure for completing an application for release prior to the submission of a customs declaration.
