METHODOLOGY OF TECHNICAL REGULATION

In accordance with the Treaty on the Eurasian Economic Union of May 29, 2014, technical regulation is a legal regulation of relations in the field of establishing, applying and complying with mandatory requirements for products or products and associated design requirements (including research), manufacturing, construction, installation, commissioning, operation, storage, transportation, sale and disposal, as well as legal regulation of relations in the field of conformity assessment.​

To further form the system and develop integration in the sphere of technical regulation3 draft agreements were developed.​






Technical regulations of the Eurasian Economic Union are developed and adopted in accordance with the Procedure for development, adoption, amendment and repealing of the technical regulations of the Eurasian Economic Union, approved by Decision of the Council of the Eurasian Economic Commission No. 48 of June 20, 2012 (rev. Decision of the Council of the Eurasian Economic CommissionNo. 147 of October 18, 2016).

In accordance with paragraph 2 of this procedure, the development of draft technical regulations includes the following stages (procedures)

Development of technical regulations and introduction of amendments thereto is coordinated by the Eurasian Economic Commission.

 

The adopted technical regulations establish safety requirements for a wide range of consumer goods such as food products, toys, perfumes, household appliances, gasoline, etc. 

46 technical regulations of the Union have been adopted.​​






The Treaty on the Eurasian Economic Union of May 29, 2014 established that the list of products, for which mandatory requirements are set, should be single within the Eurasian Economic Union. 

The single list is formed from the items subject to mandatory regulation in the Member States of the Union, it currently includes 66 items.

The procedure for the creation and maintenance of the single list is established by Decision of the Council of the Eurasian Economic Commission No. 23 of March 17, 2016.

The lists of standards for technical regulations are developed and adopted in accordance with the Procedure approved by Decision of the Council of the Eurasian Economic Commission No. 161 of October 18, 2016.​
