Ruslan Davydov
Born on September 21, 1960 in Sverdlovsk, Russian Federation.
In 1984, he graduated from Moscow Engineering Physics Institute, specializing in Automation and Electronics, then worked in research institutions of the USSR Ministry of Medium Machine Building.
In 1993, he graduated from the Russian Presidential Academy of Public Administration, specializing in Economics and Management.
Since 1995 he was in the diplomatic service holding the positions of Vice-Consul of the Consulate General of the Russian Federation in San Francisco (USA) and Deputy Head of the Representative Office of the Russian Center for International Scientific and Cultural Cooperation in Buenos Aires, Argentina.
Since 2008 he served in Russian customs authorities: Adviser and Chief Adviser to the Head of the Federal Customs Service, First Deputy Head of the General Department of Organization of Customs Processing and Customs Control.
In March 2012, he was appointed Deputy Head of the Federal Customs Service. He represented the interests of the Russian Federation in the World Customs Organization (WCO).
2014–2016: Head of the Audit Committee of the WCO Council; from 2016 to 2017, he was Chairman of the WCO Council; 2017–2019: Vice Chairman of the WCO Council.
In February 2017, he was appointed First Deputy Head of the Federal Customs Service.
From February 2023 to May 2024: Acting Head of the Federal Customs Service.
On September 12, 2024, by decision of the Supreme Eurasian Economic Council, he was appointed Minister in charge of Customs Cooperation of the Eurasian Economic Commission.
