Arzybek Kozhoshev

Biography

He was born on June 25, 1968 in Osh, the Kyrgyz Republic.

In 1994, he graduated with honors from the Osh State University with specialty in “Economic Geography”. In 1999 he completed his post-graduate studies at the Economic Research Institute of the National Academy of Sciences of the Kyrgyz Republic. In 2000, he graduated with honors from the Kyrgyz State University with specialty in “Accounting and Audit”. In 2011 he defended his Ph.D. thesis, and in 2017 he defended his doctoral thesis with specialty in "Economics and Management of the National Economy". In 2017-2018, he was Professor at the M. Ryskulbekov Kyrgyz Economic University.

From 1996 to 2007, he held various positions in the Ministry of Finance of the Kyrgyz Republic, including as Deputy Minister of Finance of the Kyrgyz Republic.

2007-2015: Deputy Minister of Finance of the Kyrgyz Republic.

In 2015, he was elected Deputy of Jogorku Kenesh of the Kyrgyz Republic, 6th convocation. 

2015-2017: Minister of Economy of the Kyrgyz Republic. Deputy Chairman of the Council of the Russian-Kyrgyz Development Fund.

2017-2019: an Adviser to the Director of the National Institute for Strategic Studies.

In 2019-2021, he served as Chairman of the State Service for Regulation and Supervision of the Financial Market.

Since October 2021, he was First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic.

Since July 20, 2022, by the Decision of the Supreme Eurasian Economic Council, he was appointed Member of the Board — EEC Minister in charge of Energy and Infrastructure.

He is Professor Emeritus of Kyrgyz Economic University, Kyrgyz National University, and Bishkek State University.  

He authored more than 150 scientific papers, 5 monographs and 2 textbooks for universities "Fundamentals of local governance in the Kyrgyz Republic" (2006), "Improvement of the local budget management system" (2014), "Regulation of budgetary relations of the Kyrgyz Republic" (2018), "Coal industry development in the Kyrgyz Republic" (2019), "Fundamentals of auditing" (2021), "Modernization of the fiscal policy of the Kyrgyz Republic" (2021).
