EEC and PRC strengthen cooperation in competition area
Maxim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, presented a number of the EEC initiatives at the National Fair Competition Conference of the State Administration of Market Regulation of the People's Republic of China in Wuhan. At the event dedicated to fair competition as the basis for future development, Maxim Ermolovich noted the EEC's active work on improving competition law and enforcement, as well as the Commission's efficient interaction with the national competition authorities of the Eurasian Economic Union countries. The development of the Liability Release Program was noted as an important achievement, encouraging cartel detection and improving the competitive environment in transboundary markets. The EEC Minister paid attention to the solid bonds with the EAEU Court and its role in ensuring uniform application of competition law. Maxim Ermolovich separately outlined the current problematic issues and presented a number of the Commission's initiatives: reduction of roaming tariffs in the EAEU, regulation of e-commerce in the conditions of digital marketplace development, competition advocacy, and successes in international cooperation, enabling to share best practices. The EEC Minister expressed confidence that strengthening the Commission's partnership with China and other countries would ensure the creation of a favorable competitive environment promoting economic growth and sustainable development. "China is one of EEC's strategic partners. We consider the extension of cooperation with our Chinese colleagues in the field of competition as a priority area that has a huge potential,” Maxim Ermolovich emphasized.

Fines imposed by EEC for failure to provide information in antitrust investigation recovered
The Eurasian Economic Commission held a Belarusian company - Bryuts N - and its manager liable for failure to comply with the Commission's requirements to provide information within the antimonopoly investigation in the cross-border market of hookah bars. Fines totaling approximately half a million Russian rubles were imposed. Since the company and its manager did not timely pay the fines imposed by the EEC Board, the Commission sent a copy of the relevant Board decision to the executive authorities of Belarus for enforcement. This is provided for in the law of the Eurasian Economic Union. As part of the enforcement proceedings, the Commission received notices from the Ministry of Finance of the Republic of Belarus on the recovery of fines from the company and the official. In accordance with the Union legislation, fines for violations of competition rules are paid to the budget of the state in whose territory the economic entity that committed the offense has been registered.

Maksim Ermolovich congratulated FAS of Russia on its 20th anniversary
Maksim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, congratulated the personnel of the Federal Antimonopoly Service of Russia on the 20th anniversary of its foundation. “Over the past years, the Service has accumulated vast experience and established itself as an authoritative and highly professional state institution both in the system of national government bodies and in the community of competition authorities around the world. Ensuring fair competition, protecting the principles of the free market, the interests of citizens and participants in economic activities is one of the most important, key tasks of the current stage in our countries’ economic development,” the Minister noted. For reference The Federal Antimonopoly Service was established in accordance with Decree No. 314 of the President of Russia dated March 9, 2004.
