EEC & SCC of Belarus: Discussion of Key Customs Regulation Issues

Ruslan Davydov, Minister in charge of Customs Cooperation of the Eurasian Economic Commission, met with Vladimir Orlovsky, Chairman of the State Customs Committee of the Republic of Belarus, in Minsk.

The parties discussed relevant matters of interaction between the EEC and the State Customs Committee of Belarus concerning the implementation of the instructions of the Eurasian Intergovernmental Council on the customs value control of imported goods, the implementation of common processes in the customs sphere, as well as transit capacity building and movement of international transport vehicles.

In particular, the meeting participants discussed the initiatives of the State Customs Committee of Belarus on clarifying a number of EAEU law provisions regulating the customs transit procedure.

In addition, they drew attention to the need to intensify actions aimed at accelerating the implementation of the agreement on the use of electronic navigation seals, which is one of the key elements increasing the transparency of the movement of goods across the EAEU territory.

According to Ruslan Davydov, close and efficient cooperation between the EEC, customs services and the Joint Board of Customs Services is a necessary condition for achieving unified customs regulation in the EAEU.

The meeting ended with Ruslan Davydov thanking Vladimir Orlovsky for the active and balanced position of the Belarusian customs service when discussing the issues of customs regulation at the EEC.
