EAEU unified labelling rules extended to red and black caviar, bicycles, lubricating oils, and antiseptics
The Council of the Eurasian Economic Commission, having considered the Russian Federation's proposals, decided to establish general rules for digital labeling in respect of a number of new categories of goods. In particular, they concern sturgeon and salmon caviar, bicycles and bicycle frames, certain types of lubricating oils, lubricants and special automotive fluids, cosmetic products with antimicrobial agents, as well as disinfectants. "The extended range of labelled goods demonstrates the development of the Union's common labelling system, which allows consumers to be sure of the authenticity of products, as well as increases the competitiveness of good faith market participants by reducing illicit circulation," noted Andrey Slepnev, the EEC Minister in charge of Tra He emphasized that the new commodity groups would be labelled, as before, according to the unified rules. Along with that, the provisions of the basic technological organizational model of the EAEU system for labelling goods with identification means, approved by Decision of the EEC Council in 2019, will be taken into account. Thus, mutual recognition of codes will be ensured, which will eliminate the need to re-label goods when they are circulated within the Union.

EEC Council's decision to help suppress distribution of illegal nicotine-containing products
The Council of the Eurasian Economic Commission made a decision to determine additional categories of goods for which navigation seals will be used to track shipments in accordance with the Agreement on the application of such seals for tracking shipments in the Eurasian Economic Union dated 2022. The above Agreement has been enacted. The EAEU countries are finalizing the measures necessary to launch shipment tracking; afterward, the Commission will make a decision. The proposed regulation will affect nicotine-containing products and raw materials for nicotine classified under headings 2404, 2939 79 000 0, 2939 80 000 0 of the EAEU Unified Commodity Nomenclature of Foreign Economic Activities, exported from the territory of the Union in accordance with the customs procedure for export by road transport. These goods will be tracked from the first phase of shipment tracking in accordance with the Agreement. The decision of the EEC Council was prepared based on proposals of entrepreneurs with their direct participation in the work of the Commission's expert group. Its implementation will make it possible to suppress the distribution of illegal nicotine-containing products in the EAEU.

Entry into force of technical regulations on energy efficiency requirements for energy consuming devices postponed
Upon Russia's proposal, the Council of the Eurasian Economic Commission postponed the enactment date of the Eurasian Economic Union's technical regulation "On Requirements for Energy Efficiency of Energy Consuming Devices" to September 1, 2028. This will make it possible to update a number of requirements in the document through amendments, which are being prepared in accordance with the plan for developing EAEU technical regulations and amending them, and to finalize the development and adoption of the second-level acts necessary for the implementation of technical regulations, namely the list of energy efficiency standards and labels for energy consuming devices. The same decision of the EEC Council postponed enactment of the decision adopted by the Commission’s Council establishing label forms for various types of power-consuming devices as well as their drafting rules to March 1, 2028. The enactment date of certain requirements stipulated in a number of annexes to the technical regulations was also postponed by three years.

Rules for Registration and Examination of Safety, Quality and Efficiency of Medical Devices amended
At its July 8 meeting, the Council of the Eurasian Economic Commission approved amendments to the Rules for Registration and Examination of Safety, Quality and Efficiency of Medical Devices. In particular, the procedures for registration are clarified as to when it is necessary to include a new type of medical device in the Global Nomenclature of Medical Devices and in the nomenclature of medical devices of the Eurasian Economic Union. The list of documents for registration of medical devices with low potential risk and for in vitro diagnostics is adjusted. The adopted amendments will make it possible to optimize the procedure for registering and examining medical devices established by the EAEU law.

EAEU simplifies procedure for importing high-tech medical devices
The Eurasian Economic Commission's Board has adopted a decision aimed at simplifying the procedure for importing high-tech medical devices, including advanced magnetic resonance imaging systems, into the Eurasian Economic Union. For this purpose, the list of radio frequency bands for products whose importation into the EAEU customs territory requires no license, opinion (authorization) or information from the unified register was expanded. “The relevant systems have a number of advantages in terms of high quality of visualization, installation and operation. Their technical characteristics do not result in electromagnetic interference,” noted Vahagn Ghazaryan, Director of the EEC Tariff and Non-Tariff Customs Regulation Department. The adopted decision will make it possible to reduce the financial and time costs of organizations when importing these goods. The document shall come into effect after 30 calendar days have elapsed from the date of its official publication.

Improving efficiency of EAEU pedigree livestock breeding discussed at All-Russian Field Day 2025
Naira Karapetyan, Director of the Eurasian Economic Commission's Agricultural Policy Department, informed about the introduction of innovative approaches to improve the efficiency of agricultural production and marketing of competitive products within the Eurasian Economic Union at the round table “Genetics. In Simple Words About Important Things” as part of the All-Russian Field Day 2025 exhibition in Volgograd Region. “The main direction at the present stage should be the joint actions of the Union countries and the Commission on large-scale introduction into the breeding and pedigree work of the methodology to predict the breeding value of farm animals on the basis of genomic analysis,” Naira Karapetyan noted. During the exhibition events, they discussed some plans for developing the pedigree livestock breeding, modern opportunities for preserving domestic selection achievements, and ways to improve the genetic potential of dairy cattle. The round table attendees exchanged information on the results of implementing the methodology for assessing the breeding value of animals, as well as considered the state and prospects for developing the market of pedigree resources within the Union. The need to apply unified approaches to the collection and accounting of genotypic and phenotypic traits of pedigree animals to assess their breeding value and increase the production of own competitive pedigree products was noted. Naira Karapetyan emphasized the importance of coordinated actions to achieve common objectives for sustainable development of livestock breeding.

On behalf of the Eurasian Economic Commission and in his own capacity Bakytzhan Sagintaev wished Armenia and its citizens prosperity and blessings.

Digital technologies in agricultural sector of Union countries becoming key tool for increasing its efficiency
This was stated by Goar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission, at the plenary session of the All-Russian Field Day 2025 "Tasks for Future Growth: Increasing the Efficiency of Russian Crop Production" on July 4 in Volgograd. "The agriculture of the Eurasian Economic Union countries is on the threshold of qualitative transformations. Transition of the agricultural market to a digital model is one of the instruments for accelerated growth of agricultural production. This is the direction in which the efforts of the EEC and national governments are focused," Goar Barseghyan noted. The meeting discussed issues of increasing efficiency in crop production, including through modern digital solutions: unmanned technologies, digital monitoring and robotic applications. The event was attended by Oksana Lut, Minister of Agriculture of the Russian Federation, and Yury Gorlov, Minister of Agriculture and Food of the Republic of Belarus. Within the framework of the business program Goar Barseghyan held a working meeting with Oksana Lut. It considered relevant matters of trade and economic cooperation between the EAEU States in the field of the agriculture. The two sides noted the need to deepen integration processes and ensure sustainable development of the industry, discussing the implementation of the Eurasian Economic Path Declaration on Developing the Economic Processes within the EAEU until 2030 and for the period until 2045 in the field of agriculture. An agreement was reached to concentrate joint efforts on preparing proposals for launching a financial support mechanism for cooperation projects in the agricultural sector. "Implementation of joint cooperation projects in agriculture will contribute to increased output, technological improvement, boosting interstate trade and economic ties, and mutual investments," the EEC Minister mentioned Goar Barseghyan emphasized the importance of coordinated actions to achieve common goals regarding sustainable development of agriculture and regulation of the common agricultural market within the EAEU. The EEC Minister also took part in the official opening and tour of the exhibition "All-Russian Field Day 2025", where she had a look at modern agricultural machinery and equipment.
