EEC improves transit of goods transported by pipeline through third countries

At the meeting of the Eurasian Economic Commission's Board held on September 25, it was decided to amend Decision No. 73 of the EEC Board dated May 30, 2023, which determines the form and procedure for filling out the transit declaration.

The amendment will enable the business community to use a declaration for goods as a transit declaration in respect of goods transported by pipeline transport under the customs procedure for customs transit through the territory of a State not being a member of the Eurasian Economic Union, between points of export and import.

The decision shall come into effect after 30 calendar days have elapsed from the date of its official publication and shall apply to legal relations arisen from the date of entry into force of Decision No. 73 of the EEC Board dated May 30, 2023.

Along with that, given the need to improve the information systems of the Union States' customs authorities, the effective date of Decision No. 73 of the EEC Board dated May 30, 2023 was postponed from October 1, 2023 to April 1, 2024.

Special aspects of filling in the declaration for goods when used as a transit declaration for goods transported, including by pipeline transport, in accordance with the customs procedure of customs transit across the customs territory, as well as through the territory of a State not being the Union's member, between points of export and import, are determined, respectively, by Sections 7 and 8 of the Procedure for filling in the declaration for goods, approved by Decision No. 257 of the Customs Union's Commission dated May 20, 2010, "On the form and procedure for filling in the declaration for goods".
