The EEC invites to join the panel discussion at ENES-2014 Forum ‘Energy Efficient Lighting Market in the SES Member-States: Changes in the Regulatory Environment and Attracting Investments’

Page ContentNovember 20, Vasily Boitsov, the Head of the Technical Regulation and Accreditation Department of the Eurasian Economic Commission (EEC), will take part in the panel discussion ‘Energy Efficient Lighting Market in the Single Economic Space (SES) Member-States: Changes in the Regulatory Environment and Attracting Investments’. The event, initiated by the Ministry of Industry and Trade of Russia and the Ministry of Energy of Russia, will be held within the international energy saving and energy efficiency forum ENES-2014. In 2014, ENES will be held at Gostiny Dvor on November 20-22. The forum events will be attended by the representatives of the EEC, Executive Office of the President of the Russian Federation, Office of the Government of the Russian Federation, different Ministries and Agencies, regional authorities, business community, and key international expert. Over 7,000 persons and over 100 Russian and foreign companies are expected to participate. In recent years, large-scale research in lighting sources led to a considerable technological leap in the development of energy-efficient lighting sources. The cost of the most advanced technologies has decreased considerably, and their efficiency is several times higher than that of traditional lamps and is still increasing. In addition, the environmental factor becomes more important when one chooses appropriate lighting technologies. So, how fast the investment process will be launched now depends on the regulatory environment.  One of the goals of adopting common mandatory requirements to articles subject to technical regulation is to ensure energy efficiency and preservation of resources. This goal is stipulated by both the SES treaties and legal framework and by the Treaty on the Eurasian Economic Union (EEU) based thereon, which was signed by the presidents of the Republic of Belarus, the Republic of Kazakhstan, and the Russian Federation on May 29, 2014. The Single Schedule of goods subject to technical regulation already contains products that require common mandatory energy efficiency requirements to be developed: these include low-voltage and high-voltage equipment, buildings, structures, etc.  The Commission, in cooperation with the Parties, is drafting Technical Regulations that will set common requirements to energy efficiency of electricity-consuming devices, as well as to providing consumers with information about energy-efficiency of such devices. The panel discussion participants will discuss the challenges of creation of a common market of energy-efficient lighting in the CU and SES Member-States, the priorities in national industrial policy in this field, as well as the initiatives launched by the Ministry of Industry and Trade of Russia and the Ministry of Energy of Russia to set new energy-efficiency requirements for state and municipal procurement of lamps and lighting fixture. Representatives of the Federal Ministries of the Russian Federation, competent authorities of the Republic of Belarus and the Republic of Kazakhstan, the EEC, as well as the heads of public authorities of the constituent entities of the Russian Federation, lighting fixture manufacturers and public organizations will also discuss the new CU and SES market trends, plans to promote energy efficient lighting, and measures to encourage investments in this area.  Stanislav Naumov, Executive Director of the Center for Integration Research and Communications, will moderate the panel discussion ‘Energy Efficient Lighting Market in the SES Member-States: Changes in the Regulatory Environment and Attracting Investments’.
