Commission pays close attention to promoting industrial, scientific and technical cooperation in EAEU manufacturing industry

The Eurasian Economic Commission pays close attention to promoting industrial and scientific-technical cooperation in manufacturing industry, in particular in engineering industry, as well as innovative development of the industry to encourage import substitution and manufacture of new competitive products in the EAEU countries.

This was stated by Artak Kamalyan, EEC Minister in charge of Industry and Agriculture, at the section’s meeting "On the prospects of industrial and scientific-technical cooperation in the engineering industry and developing new types of materials" within the International Scientific and Practical Conference "Scientific and Technical Cooperation as the Basis for the EAEU Development in Light of New Economic Challenges: Problems and Solutions" held in Minsk.

Using the EAEU scientific and cooperation potential for manufacturing new types of products in the engineering industry and developing new materials became the main discussion topics.

"The engineering industry may be considered a leader in the EAEU import substitution potential, as the manufacture of machinery and equipment, auto industry, the manufacture of computers, electronic and optical products and chemicals amount to more than 60% of the overall import substitution potential", Artak Kamalyan stressed. The Commission has established a list of imported components and assemblies for agricultural machinery, the manufacture of which should be reasonably organized in the Union countries. Our systematic work on developing industrial cooperation between the EAEU States’ enterprises gives practical results. This year, the Union of Industrialists "Progress" was established, which participants included the largest agricultural machinery companies in Russia and Belarus - St. Petersburg Tractor Plant (PTZ), JSC, Minsk Tractor Works (MTZ), OJSC and Gomselmash, OJSC.

According to the EEC Minister, technological innovations in manufacturing new materials are currently a core driver for creating import-substitution conditions in the entire manufacturing industry, including in the engineering industry. In this regard, the EEC, jointly with the Member States, has specified a list of promising avenues for cooperation in manufacturing new types of metallurgical products, including the development of improved quality metals for agricultural machinery, automotive industry and railway transport, food and pipe industry, special-purpose parts, as well as in manufacturing corrosion-resistant alloys. The EAEU leading iron and steel works have expressed interest in such projects.

"Discussions at this sector-specific platform will enable offering to our countries new challenges for innovative development in the engineering industry and manufacturing new materials and, as a result, improving further coordination and efficiency of our countries' actions within measures aimed at import substitution, manufacturing and promoting competitive products to the global market", Artak Kamalyan noted. 

The EEC Minister noted the EAEU enterprises’ high potential in import substitution. According to him, despite the COVID-2019 pandemic effects, the growth rate of cooperative deliveries between the Member States exceeded 40% in 2021 (as for the entire period 2015-2020).    

"Implementing the import substitution strategy by each EAEU State taken separately is less efficient, since the limited capacity of the countries' internal markets prevents from achieving the effect of scale and competing with global leaders in certain types of products on equal footing. The EEC has a Commission on cooperation and import substitution in priority and high-tech industries. We do all this work to develop our Union’s industrial cooperation in an easier, faster and more efficient way, and make the EAEU industrial complex better every day", Artak Kamalyan said.

The section’s meeting "On the prospects of industrial and scientific-technical cooperation in the engineering industry and developing new types of materials" was attended by representatives of scientific circles and business communities of Russia and Belarus, including FSUE "TsNIIchermet named after I. P. Bardin" and the largest machine builders.
