On May 12, the first meeting of the working group on implementing the pilot project on using e-CMR international electronic consignment notes was held under the chairmanship of Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure.
The meeting participants discussed a number of organizational issues concerning the implementation of the pilot project, as well as determined the pilot project timeline and procedure. To launch the project, the Member States will have to define a common format for the e-CMR international electronic consignment note, address the issue of recognizing the legal significance of e-CMR data in cross-border information exchange and define the procedure for information exchange between electronic document flow operators and a trusted third party.
"It is not only the speed of transition to legally significant electronic document flow in international road transportation that depends on the results of our work, but also the success of the full-fledged activities in a number of integration areas, such as the introduction of a traceability mechanism and the creation of an ecosystem of digital transport corridors," Arzybek Kozhoshev mentioned.
The meeting was attended by representatives of authorized authorities of the Member States in the field of transport, digitalization, tax and customs regulation; industry associations; scientific organizations; business communities; as well as trusted third party representatives and electronic document flow operators.
The next working group meeting is scheduled for September 2025.
The main purpose of the pilot project is to ensure practical testing of the technology for cross-border exchange of legally significant electronic documents between entities from different states using the digital signature and "trusted third party" mechanisms.
The implementation of the pilot project will help speed up the process of obtaining and checking transport documents, as well as achieve cost savings in the implementation of transport, logistics, control and supervision procedures.
