One of the draft recommendations is aimed at harmonizing the lists of spheres and services of natural monopolies in the Eurasian Economic Union States by defining key criteria and conditions for classifying services as natural monopoly services.
The second draft of the recommendations is designed to monitor the assessment of results and implementing the requirements of the Treaty on the Eurasian Economic Union dated May 29, 2014 using 5 quantitative and 11 qualitative indicators.
The draft recommendations will be considered by the Commission’s Board in March this year.
Besides, the attendees of the Advisory Committee’s meeting approved the draft information prepared jointly with experts of the parties’ authorized bodies. The document was prepared in accordance with Subparagraph 5 of Paragraph 20 of Annex No. 20 to the Treaty on the Eurasian Economic Union dated May 29, 2014 and provides some details on the activities carried out in the sphere of natural monopolies for 2021.
The draft document is submitted to the Supreme Eurasian Economic Council for consideration on the yearly basis.

The action plan (roadmap) for sequencing the implementation of relevant measures to harmonize the legislation of the Eurasian Economic Union Member States in the sphere of natural monopolies approved by Disposition No. 37 of the Eurasian Economic Commission’s Council dated December 20, 2017 consists of three consecutive stages.
At the first stage in 2019-2020, analytical work was carried out, including a comprehensive analysis of legislative acts of the Union Member States in terms of tariff policy, access to services, regulatory enforcement practices, regulatory practices, identification of problems and prospects for harmonization.
The roadmap's second stage in 2021-2022 contemplates elaborating a number of draft recommendations of the EEC, as well as preparing a draft list of the Member States’ regulatory legal acts to be submitted to the Supreme Eurasian Economic Council by the end of 2022.
At the final third stage, measures should be implemented to harmonize legislation by the Union Member States and monitor the execution of the Supreme Eurasian Economic Council’s instructions by the Commission.
