EAEU permitted using electronic phytosanitary certificate

The Eurasian Economic Commission's Council has approved amendments to the procedure for implementing phytosanitary quarantine control (supervision) within the customs territory of the Eurasian Economic Union.

Now, during the phytosanitary quarantine control, it is permitted to use a phytosanitary certificate and shipping documents issued in electronic form. The control results can be arranged in electronic form as well. Along with that, it will be still possible to use paper documents.

"Amendments to the Union's regulatory legal acts in the field of plant quarantine will enable creating the possibility of using documents in electronic form, minimizing the turnover of forged or invalid phytosanitary certificates and thereby increasing the efficiency of phytosanitary quarantine control and creating favorable conditions for market participants", stressed Viktor Nazarenko, EEC Minister in charge of Technical Regulation. "This decision is the result of systematic work carried out by the Commission and the EAEU countries’ authorized plant quarantine bodies aimed at a gradual transition to using electronic documents".

The EEC Council’s decision was prepared in accordance with amendments to the Treaty on the EAEU concerning the use of electronic phytosanitary certificate by the Member States’ authorized plant quarantine bodies signed by the Heads of the EAEU States on December 10, 2021.
