Hayk Armenovich Tutunjyan was born in 1983 in Yerevan.
In 2005, he graduated from Yerevan State University, with specialty in "Political Science and English Language". In 2008, Hayk Tutunjyan completed his postgraduate studies at the same university. In 2014, he graduated from Fletcher School of Law and Diplomacy (Boston, USA).
Hayk Tutunjyan was awarded Ph.D. in Philology.
From 2011 to 2014, he held the position of Assistant to the Prime Minister of the Republic of Armenia.
From 2014 to 2017, Hayk Tutunjyan headed the Tatev Revival project at the Initiatives for Development of Armenia Foundation.
From 2017 to 2021, he served as the Head of the Foreign Relations Section of the Organizational Support and Protocol Department of the Eurasian Economic Commission.
From November 2021 to August 2024, he was Deputy Director of the EEC Transport and Infrastructure Department.
Since August 30, 2024 he is appointed as Deputy Director of the EEC Energy Department.
