Bembya Khulkhachiev was appointed Deputy Director of the Financial Policy Department of the EEC

Bembya Viktorovich Hulkhachiev was born on July 27, 1958 in Elista.

In 1984, he graduated from the F.E. Dzerzhinsky Kharkov Law Institute. From 1984 he was an investigator for the prosecutor's Office, from 1985 to 1993 he was a judge, then chairman of the City People's Court of Elista. In 1994, he was elected to the State Duma of the Federal Assembly of the Russian Federation, a member of the State Duma Committee on Legislation and Judicial Reform, and a member of the State Duma Committee on Ethnic Affairs. Since July 1997, he has worked as the Head of the Legal Department of the Federal Securities Market Commission (FCC).

In August 1998, he was appointed Secretary of the Federal Securities Commission.

From June 2002 to May 2004, he was Chairman of the Advisory Board of the Non–Profit Partnership RTS Stock Exchange.

From June 2004 to September 2011 – Deputy Head of the Federal Financial Markets Service. Since 2012, he has been working at the Eurasian Economic Commission in senior positions in the Economics and financial policy unit.

In January 2021, he was appointed Deputy Director of the Financial Policy Department of the EEC.
