He graduated from the Frunze Polytechnic Institute and was awarded the qualification of "Engineer-Economist". He holds a doctorate in economics.
He started his career in 1980. He held various positions in the Interstate Economic Committee of the CIS Economic Union, the State Administration of the Kyrgyz Republic and the Secretariat of the Integration Committee of the Eurasian Economic Community.
In 2015-2020, he held the position of Assistant Minister in charge of Customs Cooperation of the Eurasian Economic Commission.
On October 11, 2021, he was appointed Deputy Director of the EEC Macroeconomic Policy Department.
