Requirement to charge tourist tax to EAEU States citizens cancelled in Kazakhstan
At its meeting held on February 20, the Eurasian Economic Commission's Board discussed the issue of removing an obstacle having signs of a barrier, concerning the requirement to charge a tourist tax in the Republic of Kazakhstan. Starting from August 1, 2023, the Republic of Kazakhstan established requirements for charging a tourist tax to foreigners, including citizens of the Eurasian Economic Union States. The Commission, as part of considering the issue in accordance with the Methodology for qualifying obstacles in the internal market of the Eurasian Economic Union, concluded that these requirements contain an obstacle having signs of barriers. Owing to the prompt work of the authorized bodies in the Republic of Kazakhstan, the Order of the Minister of Culture and Sports of the Republic of Kazakhstan was amended, whereby the EAEU States citizens are not charged the tourist tax. "We can only welcome such decisions of the Union Member States, as they contribute to further development and functioning of the EAEU internal markets. This example is a good confirmation of efficient mediation procedures actively applied in our work," commented Varos Simonyan, EEC Minister in charge of Internal Markets, Informatization, Information and Communication Technologies.

Eurasian Economic Union made significant progress in integrating information systems
At a meeting of the Eurasian Intergovernmental Council held on February 2 in Almaty, the Heads of Government of the Eurasian Economic Union approved a report on the progress and prospects of developing the Integrated Information System of the Eurasian Economic Union. Today, 27 general processes have been successfully put in place, and technical readiness has been ensured in the Eurasian Economic Commission segment for implementing 24 general processes, with plans to achieve readiness for another 16 processes by March 1, 2024. The EAEU countries and the Commission will continue to work on putting general processes in place to achieve the targets. A significant step has been made in maintaining the integrity and security of data exchange, which will make it possible to transfer networking to a secure network in the near future.

EAEU eliminated 25 obstacles in internal market
At the meeting of the Supreme Eurasian Economic Council held on December 25 in St. Petersburg, the Heads of State of the Eurasian Economic Union discussed the situation on eliminating barriers and reducing exceptions and restrictions in the EAEU internal market for 2022 – 2023. For example, 15 barriers, 10 obstacles having signs of barriers, 3 restrictions and 2 exceptions have been eliminated in the EAEU internal market since 2022. Owing to the positive practice of mediation procedures, the average time for eliminating barriers in 2022 was significantly reduced to 8.2 months and obstacles having signs of barriers - 4.7 months, while in 2021 the time frames were 48 and 11 months, respectively. The work has been strengthened by the approaches laid down in the updated version of the Methodology for qualifying obstacles in the EAEU internal market and recognizing barriers and restrictions as eliminated. In particular, the innovations include optimized terms and improved mechanism for considering obstacles, updated procedures for recognizing them as eliminated, as well as a mediation procedure for settling situations related to the signs of barriers existing in the Union's internal market. The register of restrictions contains 34 restrictions. According to the Commission's preliminary calculations, 18 restrictions (53% of the total) are scheduled to be removed by 2025. Besides, the work on systematizing exceptions has been intensified. Until 2028, the Commission's work to eliminate exceptions will focus on the fields of SPS measures, technical regulation, financial markets, establishment of a single market for services, labor migration, customs and tariff regulation, and agricultural policy. Based on the conducted analysis, the Commission has prepared a methodology for forming individual ratings of the Member States. Using the data on identified and removed barriers and obstacles having signs of barriers (OSB) in the Union countries, separate ratings were obtained showing the degree of the Member States' efficiency in implementing the four freedoms within the EAEU. Barriers mean obstacles to the free movement of goods, services, capital and labor within the Union's internal market functioning and their access to the Member States' markets, resulting from the inconsistency of the existing or adopted but not yet enacted statutory provisions of the Member States or of the law enforcement practice established in the Member States with the Union's law. Restrictions mean obstacles to the free movement of goods, services, capital and labor within the Union's internal market functioning and their access to the Member States' markets, resulting from the lack of legal regulation of economic relations, the development of which is stipulated by the Union's law. Exceptions mean exceptions (deviations) stipulated by the Union's law in terms of not applying the general rules of the Union's internal market functioning by a Member State. EAEU decided on mutual recognition of GMP certificates
In the course of monitoring the Eurasian Economic Commission, the issue was considered on the compliance with the Eurasian Economic Union's law of the requirement to obtain a GMP certificate issued by the Russian authorized body for imported and transported veterinary medicinal products from the EAEU States. Owing to the joint work of the Commission and the Member States' authorized bodies, the Commission's Council adopted a decision envisaging mutual recognition of documents confirming the conformity of production of veterinary medicinal products issued in accordance with national legislation. The decision came into effect on October 20 of the current year. Having considered the monitoring outcomes and results of the work done, the Commission's Board was informed about removing an obstacle bearing the mark of a barrier. "We believe that the decision adopted by the Commission's Council will make it possible to significantly simplify the import and sale of veterinary medicinal products in Russia, thus ensuring their free movement across the single territory of our Union," noted Varos Simonyan, EEC Minister in charge of Internal Markets, Informatization, Information and Communication Technologies.

Medicines is the first group of specific goods, with which the EAEU countries started to work closely by the beginning of the functioning of the common market. The Eurasian Economic Union became operational in 2015 and now comprises five countries: Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia. While Eurasian integration primarily focused on trade cooperation at its inception 20 years ago, since then the agenda has gradually expanded. Rapid information technology development provided the Union with new challenges. It soon became clear there was a need to regulate online trade, collaborate on legislation in the field of the Internet of Things, develop e-government communication systems, and create a venture funding market and jointly develop innovations in general. Therefore, this year a new area of activity was established in the Eurasian Economic Commission, the regulatory body of the EAEU. One of its main objectives is to build a common digital space and develop digital technologies. Karine Minasyan, Member of the Board - Minister in charge of Internal Markets, Information Support, Information and Communication Technologies of the EEC gave an interview to TASS New Agency on what is being done in this area at the Eurasian Week Forum and Expo in the run-up to the first anniversary of the establishment of the new direction of integration cooperation.
