08 Oct 2024 Outcomes of 3rd Eurasian Economic Forum The Armenian capital hosted the 3rd Eurasian Economic Forum from September 30 to October 1, timed to coincide with the meeting of the Eurasian Intergovernmental Council featuring Heads of Government of the Eurasian Economic Union Member States and Observer States. The event was held as part of the 2024 presidency of the Republic of Armenia in the Eurasian Economic Union's governing bodies. About 2000 attendees from more than 30 countries took part in the Forum. Business representatives were particularly interested: about 200 companies came to the Forum. The Forum included EAEU–Cuba and EAEU–Iran business dialogues, during which conceptual issues of developing trade and economic cooperation were discussed. The business program of the Forum comprised over 30 events. The EEF 2024 participants discussed topical areas of economic cooperation of the EAEU Member States, such as EAEU strategic development, comprehensive cooperation and technological cooperation, digitalization, development of transport infrastructure and logistics, domestic market quality and support for entrepreneurship, as well as international cooperation. The key event of the 3rd Eurasian Economic Forum was the plenary session Digitalization in Modern Realities — an Imperative to Ensure Four Freedoms, which was attended by Heads of Government of the Eurasian Economic Union countries: Nikol Pashinyan, Prime Minister of the Republic of Armenia; Roman Golovchenko, Prime Minister of the Republic of Belarus; Olzhas Bektenov, Prime Minister of the Republic of Kazakhstan; Akylbek Zhaparov, Chairman of the Cabinet of Ministers — Head of the Presidential Executive Office of the Kyrgyz Republic, Mikhail Mishustin, Chairman of the Government of the Russian Federation; and Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission. Abdulla Aripov, Prime Minister of Uzbekistan, and Mohammad Reza Aref, First Vice-President of the Islamic Republic of Iran, also took part in the Forum as guests of honor. The Forum was attended by a large delegation from Iran. The EAEU–Iran business dialogue included a panel discussion, during which conceptual issues of trade and economic cooperation development were discussed, as well as sectoral round tables that considered practical tasks in agriculture, industry, transportation and financial instruments for trade and investment facilitation. As part of sectoral round tables, representatives of EAEU business associations and businesses also presented their current and upcoming projects. Green Eurasia International Climate Competition Within the framework of the Forum, the Agency for Strategic Initiatives together with the Eurasian Economic Commission held the Green Eurasia competition for the second time, aiming at identifying technology leaders of the "green agenda" and popularizing effective practices for climate adaptation of the economy to climate change effects. Best Practices recognized by the experts will be recommended for replication. This year Green Eurasia was open to participants from all over the world. The competition became a large-scale platform to exchange experience in strengthening climate resilience. In total, over 300 applications were submitted for 15 categories. The competition winners and finalists were 57 best climate practices from the Russian Federation, Belarus, Kazakhstan, Kyrgyzstan, Iran, Egypt, Indonesia and Uzbekistan.  The award ceremony featured Mher Grigoryan, Deputy Prime Minister of the Republic of Armenia; Igor Petrishenko, Deputy Prime Minister of the Republic of Belarus; Serik Zhumangarin, Deputy Prime Minister and Minister of Trade and Integration of the Republic of Kazakhstan; Adylbek Kasymaliev, First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic; Alexey Overchuk, Deputy Chairman of the Government of the Russian Federation; as well as Andrey Slepnev, EEC Minister in charge of Trade. Agreements An action plan (road map) on interaction between the Eurasian Economic Commission and the Regional Commonwealth in the Field of Communications for 2024–2027 was signed. The signatories were Varos Simonyan, EEC Minister in charge of Internal Markets, Information Support, Information & Communication Technologies, and Alexey Borodin, Director General of the Regional Commonwealth in the Field of Communications.  An agreement on cooperation was signed between the Industrial Cluster of the Republic of Tatarstan and the Association of Legal Entities "Kazakhstan Electric Power Association". 02 Oct 2024 Outcomes of the meeting of the Eurasian Intergovernmental Council At the meeting of the Eurasian Intergovernmental Council on October 1 in Yerevan (Republic of Armenia), Heads of Government of the Eurasian Economic Union considered 22 issues. The Intergovernmental Council approved the Rules for Information Exchange in the Common Electricity Market of the Eurasian Economic Union. This is the final document in the set of rules for functioning of the common electricity market, the adoption of which is stipulated by the Treaty on the EAEU. The road map for implementing the Main Directions and Stages of the Coordinated (Harmonized) Transport Policy of the Member States of the Eurasian Economic Union for 2024–2026 was approved. Heads of Government of the EAEU countries approved a disposition on harmonizing legislation of the Eurasian Five countries in the field of civil aviation. The governments of the EAEU countries will organize the work on harmonizing legislation of the Member States in accordance with the norms and principles of the International Civil Aviation Organization in the field of aircraft airworthiness until January 1, 2025. Heads of Government of the Eurasian Economic Union signed the concept for establishing a common exchange market for goods. The main objectives of creating a common exchange market for goods are objective market pricing for exchange commodities, growing trade volumes in the Union, increasing the share of settlements in national currencies and the fair pricing for EAEU goods in the global market. At the same time, the issues of exchange trade in energy commodities will be coordinated as part of work on establishing common markets for energy resources. The Intergovernmental Council reviewed the report on crediting to and distributing between the budgets of the Eurasian Economic Union countries of import customs duties in 2023. According to the document, import duty revenues to the budgets of Member States increased by 46.8% compared to 2022, reaching a record of $14.8 billion. The amount of duties collected and distributed in 2023 is the highest since 2015. On October 1 in Yerevan, Heads of Government of the Eurasian Economic Union countries approved a medium-term strategic document — the Main Directions of Industrial Cooperation within the EAEU until 2030. The new medium-term benchmarks for industrial cooperation are in line with the trends of the Union industrial development. Also approved are joint forecasts for agricultural sector development, balances of supply and demand of the Member States for agricultural produce, foodstuffs, flax fiber, rawstock, cotton fiber and wool for 2024–2025. In addition, on the sidelines of the Eurasian Intergovernmental Council, Bakytzhan Sagintaev, Chairman of the Board of the Eurasian Economic Commission, and Abdulla Aripov, Prime Minister of the Republic of Uzbekistan, signed a joined action plan of the Eurasian Economic Commission and the Government of the Republic of Uzbekistan for 2024–2026. Within the Eurasian Intergovernmental Council meeting, an official ceremony of stamp cancellation on the occasion of the tenth anniversary of signing the Treaty on the Eurasian Economic Union was held with the participation of the Heads of Government of the EAEU Member States. The Intergovernmental Council decided that the next meeting will be held in Moscow on December 12–13. 01 Oct 2024 Heads of Government Approved Transport Road Map for Next Three Years At its meeting on October 1 in Yerevan, the Eurasian Intergovernmental Council approved a road map for implementing the Directions and Implementation Stages of the Coordinated (Agreed) Transport Policy of the Member States of the Eurasian Economic Union for 2024–2026. The road map defines joint measures of the Eurasian Economic Commission and authorized bodies in the field of transport regarding practical support to the key strategic document — the Main Directions and Implementation Stages of Transport Policy. The road map activities are aimed at the consistent enhancement of integration processes in the field of transport, namely at achieving the goals of shaping a common transport space and a common market of transport services in the Union. When preparing the document, the experts proceeded from development specifics of road, rail, air and water transport in the current conditions and assessed the possibility of regulation convergence, as well as industry-wide aspects of transport activities. The document includes such significant activities as listing bottlenecks of transport infrastructure across the EAEU countries in the East-West and North-South directions and developing proposals for their elimination. In addition, the countries plan to improve the Union law and legislation of the Member States to introduce electronic transport documents in the EAEU, including the abandonment of paper-based documents in the field of transportation and the transition to electronic data exchange. In total, the document includes 33 actions agreed upon by countries to be implemented in 2024–2026. They are a logical extension of the previous three-year roadmaps for 2018–2020 and 2021–2023. Heads of Government also instructed the Commission and the parties to continue consultations on a number of important areas of transport integration, in particular on air transport and human resources development, and after further elaboration to submit the agreed measures to the Intergovernmental Council for consideration. This must be done by February 1, 2025. Working through further activities will not impede the full implementation of the roadmap for 2024–2026 as approved by the Intergovernmental Council's disposition.
01 Oct 2024 EAEU Countries Agreed to Harmonize Legislative Approaches in Civil Aviation At the meeting of the Intergovernmental Council on October 1 in Yerevan, Heads of Government of the Eurasian Economic Union approved the disposition on harmonizing legislation of the Eurasian Five countries in the field of civil aviation. According to the adopted document, the governments of the EAEU countries shall organize the work on harmonizing the legislation of the Member States in accordance with the norms and principles of the International Civil Aviation Organization (ICAO) in the field of aircraft airworthiness until January 1, 2025. In particular, it shall determine the procedure for informing when an aircraft that does not have an airworthiness certificate or has temporarily lost airworthiness is moved to the territory of another EAEU state, as well as the grounds for issuing a flight permit for such an aircraft. "Based on the ICAO standards and existing national practice, the EAIC regulation will make it possible to develop harmonized norms regarding the procedure for informing and grounds for issuing flight permits for aircraft that do not have an airworthiness certificate or have temporarily lost airworthiness. Subsequently, the Member States will organize amendments to their national legislation," said Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission. When implemented, the disposition will facilitate creating a common market for air transport services in the Union.
30 Sep 2024 EEF 2024 discussed future of transportation in Eurasia The future of transport was discussed on September 30 at the thematic session Transport Connectivity of Eurasia: a Vision of the Future. The event was held in Yerevan as part of the 3rd Eurasian Economic Forum. "Today the global arena is undergoing profound fundamental changes, a new world order is being formed, trade routes and transport corridors are being transformed," said Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission. "In these conditions, the measures taken to develop transport, logistics, transit and border crossing facilitation are essential." The panel session as a discussion platform brought together representatives of government agencies, the business community and international organizations to deliberate about the future transport framework of Eurasia. The session moderator, Larisa Korshunova, Director for Government Relations of UTLC ERA, JSC, emphasized that over the past 10 years of Eurasian integration development it has been possible to more than triple the volume of international container transportation, large-scale infrastructure projects are under implementation, transport and logistics infrastructure is being improved. In this regard, the role of the Eurasian Economic Commission is being strengthened not only as a supranational body of the Union, but also as an organization that ensures cooperation with other international organizations (UNECE, CIS CTM, ESCAP) to promote pan-Eurasian connectivity. The presentations considered in details the issues of developing international transport corridors, transport multimodality, cargo containerization, digital transformation, paperless technologies, intelligent transport systems, as well as securing funds for infrastructure projects. Following the discussion, the EEC Minister noted that "the time of fundamental changes in the world order has come, and it is necessary to perceive them as opportunities for further development, strengthening of equal, mutually beneficial and friendly relations on the basis of economic integration." 30 Sep 2024 Centralized Electric Power Trade to Allow for Optimal Use of Supply Opportunities between Union's countries On September 30 in Yerevan on the sidelines of the 3rd Eurasian Economic Forum a round table Prospects and Advantages of Participants in the Common Electricity Market of the EAEU in Centralized Trading of Electricity was held featuring Deputy Heads of authorized bodies of the Eurasian Five countries in the energy sector and heads of electric power organizations. The session participants focused on the mechanisms of electric power market pricing in centralized electricity trading. They discussed exchange mechanisms, ensuring non-discriminatory conditions for market participants, prospects for using national currencies and expectations of potential participants in the Union's common electricity market. Separate consideration was given to the arrangement of an information exchange system in the common electricity market of the Union and the mechanisms for implementing electronic digital signatures, including those issued in the Union states, in trading. "In the context of the growing global energy prices, the decision of the Eurasian Five countries to create a common electricity market is a rational decision to have balanced prices and tariffs for electricity and to achieve positive growth dynamics of the national EAEU economies. The launch of the common electricity market will contribute to increased energy security of the Eurasian Economic Union Member States," said Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission. The Minister also stressed that centralized trade in electricity, which ensures non-discriminatory conditions for common electricity market participants, would make it possible to make optimal use of the available opportunities for electricity supplies between the countries of the Union via interstate transmission lines to reduce the generating capacity shortage and increase the mutual trade volume within the EAEU.
