In March 2013 the Department of sanitary, phytosanitary and veterinary measures developed the draft "Road map" and the Plan of actions on the issue of Kyrgyz Republic accession to the Customs Union of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation within its competence in the part of application of sanitary, phytosanitary and veterinary measures.
Consolidated draft "Road map" for all EEC Departments shall be submitted to the heads of the Customs Union countries for approval at the meeting of Supreme Euriasian Economic Council.
 
 On July 16-17, 2013 technical negotiations between veterinary services of the Customs Union and European Union countries took place in the territory of Eurasian Economic Commission (hereinafter referred to as the Commission) which were devoted to discussion of draft veterinary certificates for the goods under veterinary supervision exported from the European Union to the Customs Union differing from the forms of Unified veterinary certificates of the Customs Union approved by the decisions of the EEC Board.
In the course of the meeting the draft veterinary certificate was agreed upon at the expert level for pedigree, commercial and sportive horses (except for the sportive horses for competitions) exported from the European Union to the Customs Union. European Union representatives undertook to update this certificate with due account for the discussion which had taken place and submit it to the Customs Union countries for further examination. The parties also reviewed the draft veterinary certificate for egg powder, melange, albumen and other foodstuff from the chicken egg processing exported from the European Union to the Customs Union. Further discussion of this certificate is to be continued at the upcoming meeting in September, this year.
Besides, the Parties discussed and agreed upon the procedure of entry of the EU-CU veterinary certificates into force.
 
On June 13, 2013 negotiations with Mrs. Holly Higgins, the Authorized minister, the agriculture counsellor of the USA embassy, were held in the premises of Eurasian Economic Commission (hereinafter referred to as the Commission) on the initiative of the american side. The negotiations concerned agreement upon the draft veterinary certificate for milk and milk products exported from the USA to the Customs Union.

The negotiations held under the chairmanship of O.V. Arnautov, the director of the Department of sanitary, phytosanitary and veterinary measures were attended by the Commission representatives, the agencies of the Republic of Kazakhstan and the Russian Federation authorized in the area of veterinary and employees of the USA embassy in Moscow.
In the course of negotiations USA representatives expressed their interest in the veterinary certificate for milk products exported from the USA to the Customs Union to be agreed upon by the authorized agencies of the parties as soon as possible.  
Commission representatives assured american side that they would take all possible actions in order to speed up the process of the said certificate approval.

Besides, brief information on the approval process for the other veterinary certificates between the USA and the Customs Union was given at the request of the american side.

 On June 22 and 24, 2013 the Department employees participated in the second round of negotiations with representatives of the Republic of Vietnam with regard to sanitary and phytosanitary measures under the Free Trade Agreement of the Customs Union countries with the Socialist Republic of Vietnam.

On July 4, 2013 the Department representatives took part in the training seminar devoted to general issues of Kyrgyz Republic integration and accession to the Customs Union.
