Cooperation with the International Convention for quarantine and protection of plants (ICQPP)

Within the framework of international cooperation in the area of phytosanitary measures in 2013 employees of the Department of sanitary, phytosanitary and veterinary measures of Eurasian Economic Commission (hereinafter referred to as the Department) took part: 
In April 2013 - in the work of the 8-th session of the Commission for phytosanitary measures (hereinafter referred to as the CPhM), being the highest world regulatory body in the area of plant quarantine and protection, which was held in Rome.​

In the course of work of the CPhM the report of the CPhM Chairman was heard and discussed where he pointed out the necessity of increasing the significance of NPPOs by the example of the outbreak of the ash tree top-drying (Chalara fraxinea) in Great Britain and the report on the work of the Standards Committee regarding development, approval and harmonization of international standards for phytosanitary measures including electronic phytosanitary certificates. Representatives of the Russian Federation made an emphasis on the relevance of incorrect translations of international standards for phytosanitary measures into Russian which has been the official language of the FAO; the representatives of the Department held working meeting with Mr. Khari Aries, the head of the plant quarantine section of the European Union Permanent Committee on plant health under the aegis of Ringols Arnitis, the general manager of the Europeand and Mediterranean Plant Protection Organization (EPPO).
 
In may 2013,at the invitation of Ringols Arnitis, EPPO general manager, the Department representatives took part in the Seminar on hazardous organisms warning and phytosanitary information exchange, arranged by EPPO in collaboration with the Food and Agriculture Organization of the United Nations (FAO) and the Secretariat of the International Plant Protection Convention (IPPC) and held in Riga.
In the course of the Seminar presentations of representatives of national plant protection organizations (NPPOs) of the countries were heard, the meeting with Ringols Arnitis, EPPO general manager, was held where live issues of cooperation between EPPO, EU and EEC in the area of application of phytosanitary measures in the area of plant quarantine and protection for the purpose of preventing importing and distribution of quarantined dangerous organisms in the course of international trade and elimination of unjustified administrative barriers were discussed.
Representatives of 20 countries from Europe and CIS (including Customs Union and Common Free Market Zone countries) took part in the Seminar.
 
In July 2013, at the premises of "VNIIKR" FSBI (All-Russian Plant Quarantine Center), the research institution being the subordinate of Rosselkhoznadzor, - in the IPPC international regional seminar on review of drafts of new international standards for phytosanitary measures.
A. Nersisyan, the representative of FAO regional office for Europe and Central Asia, K. Fedchok, the IPPC Secretariat coordinator, R. Arnitis, EPPO general director as well as managers and specialists of NPPOs from 18 countries (Albania, Azerbaijan, Armenia, Belarus, Bosnia and Herzegovina, Georgia, Kirghizia, Latvia, Moldova, Serbia, Russia, Tadjikistan, Uzbekistan, Ukraine, France, Montenegro, Czech Republik, Estonia) took part in the seminar.
The following draft international standards were discussed in the course of the seminar:
- phytosanitary risk management in the course of international wood movement;
- minimization of movement of dangerous organisms with maritime containers;
- movement of plant environments with planting material in the course of international trade;
- phytosanitary procedures for fruit fly management
- supplements to the International standards for phytosanitary measures No. 5 (the glossary of phytosanitary terms).
Seminar participants introduced constructive remarks into draft standards, which shall be sent to EPPO and IPPC Secretariat in the form of comments for further work.

Craig Fedchok, the IPPC Secretariat coordinator, delivered the presentation on phytosanitary control arrangement in accordance with one-stop principle and on the issue of arrangement of work on dangerous organism warning and phytosanitary information exchange between NPPOs.
 
V.N. Koreshkov, the member of the Technical Regulation Board (Minister), sent the letter prepared by the section of phytosanitary measures to Ringols Arnitis, EPPO general manager, concerning establishment of official relations between Eurasian Economic Commission and EPPO in the area of application of phytosanitary measures.
 
Participation in indicated events shall allow to make proposals of practical value for the drafts of international standards for phytosanitary measures under development which shall be applied by NPPOs of the Customs Union countries and to use global experience for the purpose of the Customs Union and CFMZ regulatory framework harmonization with respective international legislation.​
