The main task of the Committee shall be the preparation of proposals, including on the basis of the best international practice, on the following issues:
formation and implementation of the harmonized policy in the sphere of entrepreneurship and investment activities within the territories of the Union Member States (hereinafter - the Member States);
elimination of excessive administrative barriers in the sphere of business activity;
improvement of the business climate, including investment activities and mutual trade in services within the territories of the Member States.
The Advisory Committee for Entrepreneurship was established by the Decision No. 171of the Eurasian Economic Commission Board dated September 25, 2012.
The current Committee was approved by the Instruction No. 110 of the EurasianEconomic Commission Board dated August 29, 2017. The Committee consists of representatives of executive authorities, business associations, Chambers of Commerce and Trade and other organizations of the Member States of the Eurasian Economic Union. The Republic of Armenia is represented by 7 members of the Committee, the Republic of Belarus – 14, the Republic of Kazakhstan – 16, the Kyrgyz Republic – 7, and the Russian Federation – 20.
The Chairman of the Advisory Committee for Entrepreneurship is the Member of the Board – Minister in charge of Economy and Financial Policy Timur Mekeshevich Zhaksylykov.The working bodies of the Committee are the following sub-committees:
for the elimination of excessive barriers in the sphere of mutual trade and investment activity (members);
for the elimination of excessive barriers in the sphere of foreign trade (members).The following Expert Groups were established under the Committee:
on the interaction of national development institutions of the Member States of the Eurasian Economic Union (members);
on the development of public and private partnership mechanisms within the Eurasian Economic Union (members).
