Zhaxylykov Timur was born in 1968.
In 1993 graduated from M.V. Lomonosov Moscow State University with major in «History», in 1997 graduated from the Institute of Political Studies, Strasbourg (France) with Master’s degree in the field of European studies. In 2003 he graduated from Kazakhstan Institute of Economics and Finance with a degree in «Economics».
He began his career in 1993 as the Executive Director of Semipalatinsk Institute of Business and Entrepreneurship.
From December 1997 to October 1998 held the position of the Principal Specialist and Head of the Department of the Agency of the Republic of Kazakhstan for Strategic Planning and Reforms.
From 1998 to April 1999 was the Head of the Centre for Analysis and Strategic Studies of the Executive Office of the President of the Republic of Kazakhstan.
From April 1999 to March 2002 held the position of the Head of Analytical Centre of the Security Council of the Republic of Kazakhstan.
From March 2002 to August 2003 was the Deputy Director of the Centre for Systematic Research of the Executive Office of the President of the Republic of Kazakhstan.
From August 2003 to November 2005 held the position of the Director of the Department for the accession to the WTO of the Ministry of Industry and Trade of the Republic of Kazakhstan, was the Head of the Group of representatives of the World Trade Organization in Geneva.
From November 2005 to February 2006 was the Managing Director of Centre for Marketing and Analytical Research JSC.
From February to October 2006 acting Director of the Institute of Economic Research Republican State Enterprise of the Ministry of Economics and Budget Planning of the Republic of Kazakhstan.
From October 2006 to September 2007 held the position of the Director of the Centre for the Sustainable Development of the Capital State-owned public enterprise, LLP.
From September 2007 to October 2009 held the position of the Director of the Department of the Economy and Budget Planning, Deputy Akim of Astana.
From October 2009 to April 2010 was the Vice–Minister of Industry and Trade of the Republic of Kazakhstan.
From April to August 2010 was the Chairman of Investments Committee of the Ministry of Industry and New Technologies of the Republic of Kazakhstan.
From August 2010 held the position of Chairman of Board of Investment Fund of Kazakhstan JSC.
From February 2012 to April 2017 held the position Vice-Minister of Economic Development and Trade of the Republic of Kazakhstan, Vice-Minister of National Economy of the Republic of Kazakhstan.
From April 2017 was appointed to the position Member of the Board (Minister) for Economy and Financial Policy of the Eurasian Economic Commission
