Mikhail Myasnikovich: "The EAEU has proved its solvency amid restrictions, sanctions and the pandemic"
Mikhail Myasnikovich, Chairman of the EEC Board, reported on the role of the business community in promoting the Eurasian integration processes at the congress of the Russian Union of Industrialists and Entrepreneurs (RUIE) in Moscow. Vladimir Putin, President of the Russian Federation, took part in the RUIE congress as well. According to Mikhail Myasnikovich, the Eurasian Economic Union has proved its solvency amid restrictions, sanctions and quarantine measures of the pandemic. "Owing to the efforts of governments, the business community and statutory bodies of the Eurasian Economic Union, the EAEU mutual trade in goods has increased by more than 35% over the past 3 years and reached a record value of 83 bln dollars," stressed the Head of the EAEU Board. “Along with that, the indicators of mutual trade in cooperative goods increased by 1.5 times during the same period, which is the most evidence of the scale and depth of our cooperation”. The Chairman of the EEC Board has noted that, owing to the advantages of the Union’s common market, it is possible to promptly ensure the formation of supply chains of raw materials, components and final goods. Mikhail Myasnikovich placed special emphasis on improving the public procurement mechanism. He has reported that uniform rules for determining the country of origin of goods for public procurement purposes have already been developed and are constantly improved. When developing these rules the Commission and the Member States favor the cooperative approach, which contributes to localizing the production in the Union countries. Besides, there is the Eurasian register, an extract from which confirms the country of origin of goods and enables the business community to avoid many administrative barriers. According to the Head of the EEC Board, the EAEU countries should increase the share of high-tech activities. "Strong investments are needed in a short time frame. Priority attention should be given to such industries as microelectronics, electronic component base, chemical industry, pharmaceutical industry, aviation and medical industry, motor and machine tool industry," Mikhail Myasnikovich stressed. He has also expressed confidence that the technological sovereignty can be achieved in our Union using science-based approaches. As for the technical regulation issues, the Chairman of the EEC Board has noted that at present uniform safety requirements have been set for 85% of the products circulating in the Union’s market. “More than 15 thousand standards are applied. And there is a growing need for interstate standards. It is very important to ensure the participation of the manufacturing industry and the business community in the process of their development,” Mikhail Myasnikovich is confident.

Mikhail Myasnikovich: “An open dialogue with entrepreneurs and creation of comfortable business environment in the EAEU is our priority”
Mikhail Myasnikovich, Chairman of the Board of the Eurasian Economic Commission, told about the mechanisms to ensure the interests of the Eurasian businesses and attract entrepreneurs to developing the regulatory framework of the Eurasian Economic Union at the forum “Expanding the Horizon: the Strategy of Eurasian Economic Integration under New Conditions and the Role of Business” held on March 6 on the basis of the Russian Union of Industrialists and Entrepreneurs (RUIE). The Head of the EEC Board called the development of an open dialogue with the business community and the creation of comfortable business environment in the EAEU one of the priorities of the Eurasian Economic Commission. He recalled that in 2022, the Commission held more than 70 events aimed at strengthening interaction with the business community, including 19 visiting meetings. Unions of employers that represent the interests of national business communities, such as the RUIE, the Confederation of Industrialists and Entrepreneurs of Belarus, Atameken NCE RK, the Kyrgyz Union of Industrialists and Entrepreneurs, the Union of Industrialists and Entrepreneurs of Armenia, were directly involved in their organization. According to Mikhail Myasnikovich, the practice of evaluating the integration regulatory impact of draft decisions adopted by the EEC has become a successful form of involving the entrepreneurs in the development of these documents. “In 2022, about half of the 861 business proposals were directly implemented in the documents of the EEC Board, and the Commission intends to expand these activities,” he said. According to Mikhail Myasnikovich, the well-coordinated work of the governments of the EAEU countries, businesses and the Commission gives good results. “Following the results of 2022, which was difficult in all respects, agricultural production in the EAEU increased by more than 9%, industrial production remained at the level of 2021, investment in fixed assets increased by 5.3%, and construction volumes increased by 5%,” the head of the EEC Board noted. Chairman of the Supreme Eurasian Economic Council, President of the Russian Federation Vladimir Putin set new ambitious tasks to deepen integration in his address on the occasion of Russia's chairmanship in the Union’s governing bodies. In this regard, the Chairman of the EEC Board invited the business community to join the activities initiated by the Commission to develop proposals for deepening Eurasian integration in the medium and long term. Mikhail Myasnikovich paid special attention to intensifying joint investment activities and forming sustainable technological independence in the EAEU. “For the purposes of the comprehensive self-sustaining development of our Union, we consider it especially important to ensure further synergy between the Commission, national authorities and businesses on key issues of the Eurasian agenda,” the Head of the EEC Board summed up. As part of the event, Alexander Shokhin, President of the RUIE, awarded Mikhail Myasnikovich with an honorary badge of the RUIE. For reference The integration forum "Expanding the Horizon: the Strategy of Eurasian Economic Integration under New Conditions and the Role of Business" was organized by the RUIE on the venue of the Russian Business Weeks. The event is held in a combined format with the participation of the top management of leading Russian and Eurasian companies, the parties of the EAEU Business Council, government authorities and the expert community.

Highlights of the speech by the Chairman of the EEC Board Tigran Sargsyan at the Conference of the EDB, published in the “Vedomosti” newspaper: “Overcoming under-integration”
I believe there is huge potential for the economic growth in Eurasia, which has not yet been explored. And I think that the main tool that could greatly stimulate the economic growth in our countries may be this supranational institution which has been created. Because our main mission is to be able to summarize the best practices that have been accumulated in the countries, and basing on them, international experience, experience of the European Union we will have to introduce these new supranational institutions, which will stimulate the economic growth in our countries. The axiomatics which lie at the heart of our Treaty on the Union is as follows: If we create the common economic space, we will remove barriers, exemptions and restrictions, create conditions for the free movement of goods, services, capital, and labor, which alone will ensure great potential for the economic growth.
