Outcomes of EEC Council on April 15

The Eurasian Economic Commission’s Council approved the third package of customs and tariff measures to improve economic stability of the EAEU countries at a face-to-face meeting chaired by Arzybek Kozhoshev, First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, and held on April 15 at the headquarters of the Eurasian Economic Commission.

By the EEC Council’s decision, the validity of the certificate of examination for goods included in the Eurasian Register has been extended for one year as a measure to support the EAEU countries’ business community. The document is required to include information about goods in the Eurasian Register of Industrial Goods being formed by the Commission according to the Rules for the country of origin of goods for public procurement purposes.

On the proposal of the Russian side, the EEC Council adopted a decision to postpone enactment of the EAEU Technical Regulation "On requirements to energy efficiency of power-consuming devices" to September 1, 2025.

The EEC Council adopted a decision to make a separate heading of the CN FEA of the EAEU for fiber-forming polyethylene terephthalate and establish an import customs duty at the rate of 0% for a period of one year.

EEC Council raised threshold for duty-free imports of goods for personal use to 1,000 euros and 31 kg.

The EEC Council's decision provides the possibility to place another type of civil passenger aircraft under a special customs procedure for their export from the EAEU for repair and (or) maintenance and reverse import without paying customs duties and taxes.

EEC Council approved the Procedure for interaction between the EAEU States and the Commission when countries impose and lift restrictions in mutual trade in goods.

The EEC Council has extended to two years the temporary import of certain categories of goods without paying customs duties and taxes.

The EEC Council has adopted a decision on a new basis for granting an interest-free deferred or installment payment of import customs duties for a period of up to six months.

The EEC Council adopted amendments to the Technical Regulation "On safety of perfume and cosmetic products".

The EEC Council has approved updated Procedure for developing and adopting lists of standards required for applying and satisfying the EAEU technical regulation’s requirements.
