11 Sep 2025 EEC and EAEU countries work to improve AEO concept Improvement of the Authorized Economic Operator (AEO) concept in the Eurasian Economic Union were discussed on September 10 at a meeting of the relevant Working Group under the Advisory Committee on Customs Regulation headed by Kuat Rakhimov, Director of the Eurasian Economic Commission's Department of Customs Legislation and Law Enforcement Practice. The meeting considered an initiative put forward by the Russian Federation to simplify the application of preliminary customs declarations for this category of low-risk applicants. It is proposed to simplify a number of customs operations and eliminate unnecessary customs notifications when using this declaration aspect. This will help accelerate customs control procedures at border crossing points and reduce business costs. The proposal of the Republic of Kazakhstan to apply the AEO status by residents within a special economic zone was further considered. The idea is that having two statuses would provide advantages and include residents in the AEO program. Further steps were also discussed to implement the initiative put forward by the Republic of Armenia, which may enable operators to defer or pay import customs duties by installments without providing a collateral. This concerns certain categories of goods used for industrial processing and agricultural activities. The Authorized Economic Operator concept is an internationally recognized standard of the partnership program. The AEOs are specially designated persons granted with simplifications during customs operations and customs control as persons meeting specified requirements. The Working Group for developing the AEO concept in the EAEU Member States was established in 2014. It elaborates proposals to improve and develop the Authorized Economic Operator concept in the Union.
11 Sep 2025 EEC and SCO extend cooperation in energy and transport A working meeting between Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, and T.R. Midhun, Deputy Secretary General of the Shanghai Cooperation Organization (SCO), was held on September 9 in Beijing (PRC). During the meeting, Arzybek Kozhoshev noted the key role of energy in the fast developing processes of the Eurasian integration within the EAEU and other international associations. The Minister also informed his interlocutor about the ongoing work on establishing the EAEU common markets for energy resources. In accordance with the Memorandum of Interaction between the EEC and the SCO Secretariat dated September 17, 2021, the draft Joint Action Plan is currently at the stage of approval by the parties, and after its approval, the associations will continue their work in a closer format. “The Commission closely monitors the activities of the SCO Energy Club. An important area of your work is to develop energy projects, including to modernize and build interconnected energy and transport and logistics infrastructure. Transportation of gas and oil as well as ensuring free access to energy resources are among the SCO's priorities. This is, in fact, very close to what we are doing in establishing the EAEU common markets for energy resources,” Arzybek Kozhoshev emphasized. The sides discussed prospects for interaction between the EAEU and the SCO in developing new approaches to energy saving and energy efficiency, as well as in the field of renewable energy development. Besides, it was noted that the EAEU and SCO attach much importance to developing transport corridors. One of the priority areas of cooperation is to develop connectivity and create efficient transport corridors. “Since 2024, the EAEU Member States and the Commission have begun implementing a comprehensive plan for developing the Eurasian transport corridors. According to expert estimates, the Eurasian transport corridors account for about 70% of the EAEU transit traffic,” Arzybek Kozhoshev noted. The EEC considers it important to improve the efficiency of coordinated efforts with relevant international organizations and associations as well as international and regional financial institutions to develop transport and infrastructure, multimodal transportation, and cargo containerization. During the meeting, proposals were made to hold joint events in the EAEU-SCO format on developing transport and energy infrastructure, as well as to mutually participate in international events, forums, conferences, and meetings of relevant working bodies of the SCO and the Eurasian Economic Commission.
11 Sep 2025 International organizations discussed EAEU role in global agri-food system On September 11, international organizations and associations highlighted the significant role of the Eurasian Economic Union countries in the global agri-food system during a round table on this topic held at the Eurasian Economic Commission. Representatives of the EAEU, SCO, FAO, IOFS and CIS States and the International Grains Council shared best practices in implementing national and regional food security strategies. International trade in grain and sugar, agricultural plant breeding, and structural shifts in the global food market were under a magnifying glass. The round table considered insurance support measures for agricultural exports and the prospects for the EAEU countries' commodity producers to participate in highly competitive agri-food chains. “The Eurasian “five” countries are much ahead in terms of introducing efficient regulatory mechanisms for the agri-food market, including digital technologies in the agricultural sector,” noted Goar Barseghyan, Minister in charge of Industry and Agriculture of the EEC. According to her, the Commission is ready to become a platform for further cooperation aimed at creating sustainable agri-food systems. The event was attended by T.R. Midhun, Deputy Secretary General of the SCO, Khusrav Noziri, Deputy Director General of the Islamic Organization for Food Security, Oleg Kobyakov, Director of the FAO Office for Relations with the Russian Federation, Arnaud Petit, Executive Director of the International Grains Council, representatives of authorized public bodies of the EAEU countries, industry unions, and associations in the agricultural sector.
10 Sep 2025 Bakhyt Sultanov: “The EAEU countries detected 6.6 mln counterfeit goods as of year-end 2024” The Eurasian Economic Union countries detected 6.6 mln counterfeit goods as of year-end 2024. A total of 1,465 intellectual property violations were registered. These data are reflected in the report on monitoring law enforcement practices in the field of intellectual property rights protection in the EAEU countries for 2024, which was presented at a meeting of the Advisory Committee on Intellectual Property under the EEC Board. As noted by Bakhyt Sultanov, EEC Minister in charge of Economy and Financial Policy, the most often counterfeited goods are those in popular demand. “The anti-rating is led by day-to-day goods: clothing and footwear, household appliances, auto parts, as well as perfumes and cosmetics. These categories are the most exposed to counterfeiters,” the EEC Minister stated. The meeting attendees discussed key initiatives in the field of intellectual property within the EAEU. The focus was on developing coordinated approaches to suppressing violations on the Internet and creating a search service for checking industrial properties. These measures are part of the plan to implement the Strategic Directions for Developing the Eurasian Economic Integration until 2025 and are aimed at creating a safe and transparent environment for businesses and consumers. The meeting also discussed the launch of a Unified Customs Register of Intellectual Property Objects and the introduction of the EAEU system for registering trademarks and appellations of origin of goods. Besides, the possibility was considered to organize electronic information exchange between customs authorities and rightholders and to amend the Agreement on Collective Management of Copyright and Related Rights. The Advisory Committee on Intellectual Property under the EEC Board, which includes heads of relevant ministries and business representatives from participating countries, has been operating since 2012. Its key objective is to elaborate coordinated decisions in the field of IP protection within the EAEU.
10 Sep 2025 Valentin Tataritsky: “Establishing uniform mandatory requirements to food products helps remove technical barriers to trade” Valentin Tataritsky, Minister in charge of Technical Regulation of the Eurasian Economic Commission, informed on the uniform regulatory system in food safety adopted within the Eurasian Economic Union, the need to enhance the role of standardization, and the importance of protecting the common market from unsafe products at the Third Regional Dairy Forum of the EAEU Food Congress in Sochi. “Establishing uniform mandatory requirements to food products helps remove technical barriers to trade and create conditions for the production of export-oriented and innovative products,” the EEC Minister emphasized. Valentin Tataritsky separately highlighted issues concerning the establishment of mandatory requirements to dairy products, their production processes, marking, and sale in the EAEU technical regulations, and reported on the changes made thereto and new requirements to safety indicators. According to the EEC Minister, this ensures the possibility of free movement of such goods within the Union. An important part of ensuring food safety, including dairy products, under globalization of trade and related risks is the development and application of SPS measures in the Eurasian Economic Union. “Systematic work is underway to update the common regulatory framework for SPS measures,” Valentin Tataritsky summarized. The Forum was organized by the Southern Dairy Union. Its traditional participants are representatives of the dairy industry from various regions of Russia and relevant public authorities. During the Forum on September 11, employees of the EEC Departments' Technical Regulation Unit will organize a round table to discuss relevant matters on developing food traceability systems and managing veterinary risks when planning the dairy cattle breeding industry.
08 Sep 2025 Maxim Ermolovich, "The EEC has established a practical dialogue with the State Administration for Market Regulation of the PRC" On September 8, Maxim Ermolovich, Minister in charge of Competition and Antitrust Regulation of the Eurasian Economic Commission, spoke at the plenary session of the International Forum on Fair Competition Policy of the People's Republic of China "Unified National Market and Fair Competition for the Future – Creating a Fairer and More Dynamic Market Environment." The EEC Minister told about the Commission's activities to adapt the competition policy to the modern challenges and mentioned key cooperation areas with the PRC in the field of competition. He also noted that the EEC established a practical dialogue with the State Administration for Market Regulation of the PRC. "China is one of the strategic partners of the Eurasian Economic Union and its Member States. Our partnership develops dynamically adapting to changing realities while our practical interaction remains strong and deep. In recent years we have reinforced cooperation in the field of competition by exchanging experience on legislative innovations, law enforcement and competition advocacy," emphasized Maxim Ermolovich. Separately, the EEC Minister dwelled on a range of initiatives by the Competition Unit including sectoral studies, shared the experience of interacting with the business community and competition authorities of the Union countries and Observer States having stressed an important role of international cooperation.
05 Sep 2025 Andrey Slepnev: "The Eurasian Economic Union is an important link of the Greater Eurasian Partnership" This was stated by Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission, speaking at the session "The Greater Eurasian Partnership: New Paradigms for the Continent's Development" during the 2025 Eastern Economic Forum. "Today we can confirm that the Greater Eurasian Partnership (GEP) idea declared by the President of the Russian Federation Vladimir Vladimirovich Putin enjoys substantial and growing support. It is especially obvious nowadays, in difficult times that many Eurasian countries find themselves in," he said. In this regard, the EEC Minister in charge of Trade has mentioned that "the practical scope of the initiative is determined by life itself, and this scope widens." COVID-19 sharply intensified logistics contacts when everyone realized the need to diversify routes and increase connectivity. According to Andrey Slepnev, various challenges prompt growing understanding of the idea to reinforce financial settlements security and to find formats for sustainable development of international trade. "As for the Eurasian Economic Union comprising five Eurasian countries, it is one of the essential links in the Partnership. In this respect, we fully share the GEP ideology and spirit. We actively develop practical tools I would like to dwell on," emphasized Andrey Slepnev. Elaborating on the subject, the EEC Minister told about the Commission's work on free trade agreements. Such agreements allow getting rid of tariffs and in a sense are a response to opposing approaches that some countries insist on today. Here, according to Andrey Slepnev, it is important not only to open up, namely to lower tariff barriers, but also to create a good road map and clear the way for businesses to facilitate cooperation. "Among other things, it is about the land connectivity of the continent where multilateral professional dialogue is important, so that transport ministers sit down together and agree on eliminating bottlenecks and digitalizing transport corridors. No less important are financial instruments, as well as issues related to standards as they are a strong barrier to trade harming it as much as overly high tariffs," noted the EEC Minister. Special attention was paid to digitalization and climate agenda issues that require discussion and finding practical solutions including within the SCO and BRICS. "Partnership is absence of divides. Our leaders interact in the spirit of partnership. But we have yet to work together on eliminating all the obstacles at a professional level," summed up Andrey Slepnev.
