Program of advanced training of researchers to be developed in EAEU

At a meeting held on September 13, the Eurasian Economic Commission’s Board approved a report on the results of monitoring and analysis of national programs for advanced training of researchers, including graduate and postgraduate students operating in the Eurasian Economic Union States.
As Sergei Glazyev, Minister in charge of Integration and Macroeconomics, has noted, implementing the program of advanced training of researchers is envisaged by the Strategy-2025. At the first stage, the Commission analyzed the ongoing national programs, and at the second stage it is planned to submit the program of advanced training of researchers to the Union governing bodies for consideration through mutual internships in the Member States’ scientific institutions and universities.

"A balanced development of personnel capable of ensuring continuous process of accumulation, transfer, extension and use of scientific knowledge is an essential prerequisite for innovative development," Sergei Glazyev stressed. "Along with that, science and education are essential to providing the States with highly trained scientific personnel".

Nowadays, the EAEU personnel engaged in research and development exceeds 736 thousand people, of which the researchers exceed 388 thousand people (53%). The geographical distribution of scientific personnel is characterized by its high concentration - Russia accounts for 92.2% of scientific personnel and 80.9% of companies performing research and development.

The main types of training in the EAEU countries’ system of personnel advanced training and retraining include self-education, participation in seminars, on-the-job training or training in educational institutions of the career development system, internships and others. Along with that, basic qualification courses, trainings and seminars are the main form of advanced training for scientists. The EAEU has practically no advanced training of researchers through mutual internships in scientific organizations and universities.

"Harmonizing educational systems by converging the best elements of educational programs, national models and adapted practices would be the most effective strategy," Sergei Glazyev noted.

An initiative to create the Eurasian Network University that could support scientific and technical cooperation in the EAEU is given in the report as one of the proposals.
