Maxim Ermolovich Presented Competition Advocacy Commission's Work to Presidium of the EAEU Business Council
The main instruments of competition advocacy actively used by the Eurasian Economic Commission within the Eurasian Economic Union, were discussed by Maxim Ermolovich, EEC Minister in charge of Competition and Antitrust Regulation, at the June 25 meeting of the Presidium of the EAEU Business Council in Minsk. Maxim Ermolovich focused on the activities of the Public Reception Office of the Competition Unit, meetings in the 5+1 format, participation in forums, conferences, seminars, round tables and various methodology initiatives. Separately, the EEC Minister dwelled on the work in the information space and on the issues of international cooperation. Maxim Ermolovich made a number of proposals on the development of the EEC interaction with several business associations of Belarus in order to establish direct operational communication with Belarusian businesses and improve the efficiency of work. The meeting of the Presidium of the EAEU Business Council opened the business program of the Eurasian Economic Forum. The meeting agenda items range from improving the business climate and removing obstacles in the domestic market to partnerships with third countries. The Presidium of the Business Council of the Eurasian Economic Union comprises the largest business associations of the EAEU countries. It discusses and coordinates Eurasian economic integration issues.

Natalia Petkevich and Gohar Barseghyan Discussed Development of Union Industry and Agriculture
On June 25, a working meeting between Gohar Barseghyan, Minister in charge of Industry and Agriculture of the Eurasian Economic Commission, and Natalia Petkevich, Deputy Prime Minister of the Republic of Belarus, Chairperson of the EEC Council, was held in Minsk. The parties discussed a wide range of issues related to the development of industry and agriculture within the Eurasian Economic Union. Special attention was paid to the implementation of joint projects, strengthening of cooperation ties, technological development of industries and improvement of their competitiveness. The considered proposals included Belarusian participation in implementing the mechanism for financial support to the EAEU industrial projects, improvements to operations of technological platforms, as well as an initiative to create a unified program of development and import substitution in industry. Discussion also covered the tasks to implement the Eurasian Economic Path Declaration and preparations for the INNOPROM. BELARUS international industrial exhibition. Besides, development of the interstate program for creating strains of microorganisms for making food products and medicines was touched upon. At the end of the meeting, the parties agreed on the importance of continuing regular dialogue in all discussed areas.

Valentin Tataritsky Held Working Meeting with Andrey Kuznetsov, Deputy Minister of Industry of Belarus
Information exchange between the national operator of Belarus and the Administrator of the systems of electronic logbooks of vehicles, self-propelled machines and other types of equipment was discussed by Valentin Tataritsky, Minister in charge of Technical Regulation of the Eurasian Economic Commission, and Andrey Kuznetsov, Deputy Minister of the Industry of the Republic of Belarus, at a working meeting in Minsk. The parties considered a number of discussion topics identified in the framework of interaction between the national operator of Belarus (CNIITU JSC) and the administrator of e-logbook systems (Electronic Logbook JSC). In particular, preparation and maintenance of unified directories and classifiers used within e-logbook systems were discussed. Special attention was paid to the exchange of information contained in documents on conformity assessment to the requirements of the Customs Union's technical regulation "On Safety of Wheeled Vehicles" (TR CU 018/2011) for the purposes of issuing electronic logbooks. The parties expressed satisfaction with the progress of constructive cooperation and defined its further steps. The meeting was attended by Ilya Minkin, Director General of Electronic Passport JSC, Andrey Kosovsky, Director General of CNIITU JSC, and Alexander Skuratov, Director of the Belarusian State Institute of Standardization and Certification. An interim agreement on the exchange of information from e-logbooks between the national operator of Belarus and the administrator was signed in November 2024.

Anti-dumping duty on hot-deformed seamless pipes from PRC extended for five years
The Board of the Eurasian Economic Commission extended the anti-dumping duty on hot-deformed seamless pipes made of corrosion-resistant steel originating in the PRC until June 9, 2030 inclusive. "The decision was adopted following a repeated anti-dumping investigation initiated by the Department for Internal Market Protection on September 25, 2024 due to the expiration of the applied measure under the claim submitted by pipe manufacturers from the Eurasian Economic Union countries," noted Andrey Slepnev, the EEC Minister in charge of Trade. The claim was filed by Volzhsky Pipe Plant JSC, Pervouralsk Pipe Plant JSC and Chelyabinsk Pipe Rolling Plant JSC. The anti-dumping duty in respect of hot-deformed seamless corrosion-resistant steel pipes from the PRC was established in accordance with Decision No. 218 of the Eurasian Economic Commission's Board dated December 3, 2019. The amount of duty is 15.5% of the customs value. The measure was extended for the period of repeated investigation.

EAEU countries discussed approaches to establishing common financial market
The Advisory Committee on Financial Markets under the Eurasian Economic Commission's Board discussed approaches to the further establishment of a common financial market of the Eurasian Economic Union, harmonization and improvement of legislation. The meeting was held at the EEC headquarters under the chairmanship of Bakhyt Sultanov, Minister in charge of Economy and Financial Policy of the Commission. It approved the report on the implementation of the action plan on harmonizing the financial market legislation of the EAEU States for 2024. "The report reflects the work on harmonizing the legislation in the banking and insurance sectors and the securities market, carried out by the Commission jointly with financial regulators," noted Bakhyt Sultanov, "Establishment of harmonized requirements for regulation and supervision in the field of financial markets is one of the necessary conditions for the creation of a common financial market of the EAEU." The meeting participants discussed further steps to establish a common financial market of the Union. As part of implementing the instruction of the Supreme Eurasian Economic Council, a new version of the draft SEEC disposition was considered, which includes provisions concerning the possibility of applying a multilevel approach to the regulation of activities of financial institutions and updating the time frames for harmonization. The Advisory Committee members approved the recommendations of the EEC Council on agreed proposals on harmonizing of legislation of the Union states in terms of the glossary and establishment of requirements for brokers in the securities market and for admission of insurance companies to the EAEU common financial market. They also reviewed the draft report on addressing the issues of the rating industry of the Union States, prepared by the Commission jointly with the authorized authorities of the EAEU countries within the framework of the action plan for implementing the Strategy 2025.

EEC prepared recommendations on qualification requirements for construction professions
The Eurasian Economic Commission’s Board adopted the recommendation "On Required Qualifications for the Most In-Demand Professions in the Field of Construction". The document is aimed at unifying professional standards in the EAEU countries and improving the quality of construction works. The recommendation was developed in pursuance of the Action Plan for implementing the Strategy 2025 and establishes a minimum list of knowledge and skills for workers of different qualification levels, taking into account the specifics of the construction industry. "The adoption of the recommendation is an important step toward the development of a common labor market within the EAEU. Unified standards will help ensure an equal level of training of construction workers in all countries of the Union, which will ultimately have a positive impact on the quality of infrastructure projects and safety of facilities," Bakhyt Sultanov, the EEC Minister in charge of Economy and Financial Policy, commented on the document. The qualification standards will become a model for the development of national requirements and can be used in the countries when preparing professional training programs. Earlier, the EEC Board adopted recommendations on qualification requirements for the most in-demand professions in education, health care, road transport and housing and utilities.

Lists of standards to technical regulations in the field of rail transport updated
At its June 24 meeting, the Eurasian Economic Commission's Board approved amendments to the lists of standards to the technical regulations of the Union "On Safety of Railway Rolling Stock", "On Safety of High-Speed Rail Transport" and "On Safety of Rail Transport Infrastructure". Some provisions of the lists were clarified and detailed, with editorial and technical inaccuracies eliminated. This contributes to the establishment of a uniform practice of implementing technical regulations in the railway sector by all stakeholders: manufacturers of rail transport, conformity assessment bodies and testing laboratories carrying out conformity assessment with the requirements of the EAEU technical regulations. The adopted amendments will come into effect after 30 calendar days have elapsed from the date of official publication of the decision by the EEC Board and will apply to legal relations arising from January 15, 2025.
