Большие расстояния, большие перспективы: сотрудничество ЕАЭС и стран Латинской Америки и Карибского бассейна выходит на новый уровень

Совместная подготовка доклада стала очередным шагом в развитии сотрудничества между регионами Евразийского экономического союза и Латинской Америки и Карибского бассейна (ЛАК), которое, как отметил министр по интеграции и макроэкономике ЕЭК Сергей Глазьев, в последнее время набирает обороты. В частности, Комиссией заключены меморандумы о взаимопонимании и сотрудничестве с четырьмя интеграционными объединениями региона: Генеральным секретариатом Андского сообщества, Латиноамериканской экономической системой, Секретариатом по экономической интеграции в Центральной Америке, Общим рынком стран Южной Америки, а также Экономической комиссией ООН для Латинской Америки и Карибского бассейна. 
Государства регионов подтверждают приверженность единым принципам дипломатической многосторонности, выступают в поддержку принципов прозрачности и мультилатерализма в международной торговле. Наблюдается сотрудничество на уровне совместных бизнес-инициатив в таких сферах, как фармацевтика, машиностроение, ИКТ-услуги, и других. В то же время невысокие объемы товарооборота и прямых инвестиций, за исключением офшорных, указывают на то, что потенциал взаимодействия реализован не в полной мере. Это обуславливает актуальность поиска наиболее перспективных направлений сотрудничества и выявление сдерживающих факторов.

Представляя основные выводы и предложения по углублению взаимодействия, начальник отдела стратегий экономической политики департамента макроэкономической политики ЕЭК Андрей Пантелеев отметил, в частности, что на текущий момент устойчивый экспортный интерес ЕАЭС в регионе ЛАК не сформирован. Торговля Армении и Кыргызской Республики складывается из разовых закупок и, как следствие, волатильна. Поставки из Республики Беларусь, за исключением калийных удобрений, несущественны. Экспортная специализация России и Казахстана устойчива, но сосредоточена на сырьевых товарах (нефтепродукты, сера) и продукции низкого уровня переработки (удобрения). В целом страны ЕАЭС и ЛАК участвуют в торговле с третьими странами товарами, которые могли бы поставляться в рамках взаимной торговли.

Основная причина сложившейся ситуации – дорогая логистика, обусловленная большими расстояниями и удаленностью некоторых стран ЕАЭС от транспортных хабов, прежде всего портовой инфраструктуры. Среди других сдерживающих факторов – нетарифные барьеры, в частности дифференцированная таможенная става в рамках действия квот, технических требований, и другие, а также встроенность в уже отлаженные производственные цепочки основных торговых партнеров.

С учетом этих препятствий в торговле закономерным решением является размещение производственных мощностей в регионе-партнере. Примеры подобного взаимодействия не так многочисленны, но охватывают широкий спектр сфер от геологоразведочных работ до фармацевтики, от сборки автомобилей до ИКТ-услуг. В то же время с точки зрения статистики платежного баланса объем продуктивных инвестиций между ЕАЭС и ЛАК незначителен: в частности, 99% ПИИ, поступающих в ЕАЭС, направляется из офшорных территорий.

Помимо возможностей сотрудничества в сфере торговли и совместного формирования цепочек создания добавленной стоимости, в докладе представлены перспективы взаимодействия и в иных сферах, включая зеленую энергетику, стимулирование туристических потоков, научно-техническое сотрудничество, а также обмен накопленным опытом регионов в интеграционном строительстве и преодолении структурных проблем экономик.

Модератор сессии, программный директор дискуссионного клуба «Валдай» Ярослав Лисоволик пригласил участников выступить с комментариями. Присутствующие дали высокую оценку исследованию и заявили о необходимости продолжить работу по развитию сотрудничества между регионами ЕАЭС и ЛАК.

Представители интеграционных объединений региона ЛАК – постоянный секретарь Латиноамериканской экономической системы Хавьер Паулинич и генеральный секретарь Секретариата по экономической интеграции в Центральной Америке Мельвин Редондо отметили, что доклад отражает общую нацеленность двух регионов на углубление взаимодействия. Хавьер Паулинич также предложил организовать более детальные консультации по этой теме.

Заместитель директора Латиноамериканского департамента Министерства иностранных дел Российской Федерации Дмитрий Белов подчеркнул важность изучения опыта латиноамериканской интеграции с учетом значительной истории и разнообразия действующих в регионе механизмов сотрудничества. Как отметил Дмитрий Белов, Министерство иностранных дел РФ со своей стороны уделяет большое внимание развитию диалога с Латинской Америкой, в том числе в рамках проведения работы по информированию предпринимательского сообщества о возможностях ведения бизнеса в ЛАК и ЕАЭС.

В презентации также приняли участие ведущие эксперты в области исследований взаимодействия между регионами ЕАЭС и ЛАК. Директор Института Латинской Америки РАН Дмитрий Разумовский отметил ряд сложностей, сдерживающих развитие сотрудничества между регионами, в том числе действие порой непреодолимых нетарифных барьеров, отсутствие преференциальных торговых соглашений между ЕАЭС и государствами региона ЛАК, зависимость от финансовых институтов третьих стран при осуществлении взаимных расчетов, недостаточное внимание «новым» секторам экономики, включая цифровые услуги и электронную торговлю.

Директор Института международного бизнеса Католического университета Уругвая Игнасио Бартесаги обратил внимание на то, что дополнением действующим между регионами связям должно стать развитие сотрудничества между институтами развития, в том числе между региональными банками развития ЕАЭС и ЛАК.

К участию во второй сессии мероприятия были приглашены представители бизнеса, имеющие опыт реализации проектов в регионах ЛАК и ЕАЭС. Представив свой опыт практического взаимодействия с регионом-партнером, руководители предприятий рассказали о барьерах и ограничениях, требующих первостепенной реакции со стороны ЕЭК, государств ЕАЭС и ЛАК. 

«Обсуждение проблем и возможностей взаимодействия с предпринимательским сообществом обоих регионов позволяет сделать более глубокие выводы и на их основе предложить эффективные меры поддержки и стимулирования торгово-экономического сотрудничества между регионами ЛАК и ЕАЭС», - пояснил модератор сессии Андрей Пантелеев.

Вице-президент – управляющий директор по международному двустороннему сотрудничеству Российского союза промышленников и предпринимателей Сергей Красильников назвал одним из препятствий развитию контактов с Латинской Америкой недостаточную информированность о возможностях и особенностях ведения бизнеса за рубежом. Как отметил Сергей Красильников, сокращение численности торговых представителей России в регионе ЛАК лишь усугубляет эту проблему. Все участники дискуссии согласились с его мнением о важности поддержки предпринимателей – предоставлении доступа к информации о ведении бизнеса за рубежом. Также Сергей Красильников выступил с предложением подготовить аналогичные доклады ЕЭК и с другими региональными комиссиями ООН.

Генеральный директор предприятия «Мишн Фудс Ступино» Наталья Мельникова рассказала об опыте выхода на рынок России с такими нетрадиционными для отечественного потребителя и одновременно привычными для латиноамерикацев продуктами питания, как кукурузные чипсы и тортильи. 

«Успех нашего бизнеса заключается в первую очередь в том, что мы организовали производство в России», - сказала она и посоветовала предприятиям Латинской Америки, рассматривающим перспективы выхода на рынок ЕАЭС, придерживаться стратегии локализации производства для того, чтобы лучше адаптироваться к вкусам потребителя в отдаленном регионе. Среди других факторов успеха она отметила размещение производственных мощностей в особых экономических зонах с доступом к необходимой инфраструктуре и льготным налоговым и инвестиционным режимом, а также поддержку региональных властей в части получения разрешительных документов.
Руководитель казначейства управляющей компании «Содружество» Михаил Городков рассказал об опыте приобретения бразильской компании в целях производства соевых бобов в Латинской Америке. Решение об инвестициях в регионе ЛАК стало альтернативой импорту и было принято компанией в целях получения контроля за качеством сырья, а также за углеродным следом продукции. Кроме того, вместе с приобретением компании «Содружество» приобрело клиентскую базу, пояснил он. В то же время перспективы расширения экспорта из Латинской Америки в другие страны ЕАЭС, кроме России, ограничены сложностями в организации логистики: дополнительные перевалки и железнодорожный транзит влекут существенное увеличение стоимости продукции.

Другим барьером для импорта бобовых из региона ЛАК является жесткость действующих технических регламентов ЕАЭС, определяющих более высокие требования к содержанию пестицидов в генномодифицированных бобах, чем принятые на международном уровне.

Как рассказал руководитель по продажам дивизиона гидроэнергетики АО «Силовые Машины» Михаил Цапенко, основным барьером для реализации международных проектов в области энергетики для компании является действие секторальных санкций. 

«Тем не менее Латиноамериканский регион – это ключевой драйвер роста компании», - отметил он.
В условиях действия санкций механизмы региональной интеграции в рамках ЕАЭС могут стать инструментом минимизации негативного воздействия. В Латинской Америке компания имеет опыт реализации проектов по строительству тепловых и гидроэлектростанций, в том числе с финансовой поддержкой ВЭБ, РЭЦ и ЭКСАР. В настоящее время планируется к реализации несколько проектов в Мексике и Аргентине.

Руководитель управления регионального маркетинга АО «Вертолеты России» Максим Андрианов рассказал, что в парке региона ЛАК присутствует 352 вертолета российского производства. Вертолеты представлены практически во всех странах, ключевыми покупателями являются Перу, Венесуэла, Куба, Колумбия, Мексика. По прогнозам компании, ее доля на рынке ЛАК составит 15% к 2030 году. По словам Максима Андрианова, предприятие могло бы обеспечить и более значительные объемы поставок в регион, однако основным барьером является сложность «получения входного билета на рынок»: прохождение процедур подтверждения российских сертификатов качества авиационной техники в регионе ЛАК осложнено отсутствием между странами ЛАК и ЕАЭС соглашений о признании систем сертификации.

В завершение сессии генеральный директор Национального комитета содействия экономическому сотрудничеству со странами Латинской Америки Татьяна Машкова обобщила перечень проблем, с которыми сталкиваются предприятия, начинающие бизнес в Латинской Америке.


В частности, она отметила следующее.

  • Отсутствие информирования о возможностях ведения бизнеса в Латинской Америке. Так, в ЛАК нет представителей Российского экспортного центра и Торгово-промышленной палаты Российской Федерации, а число торговых представителей и экономических советников недостаточно.

  • Логистическая недоступность региона. Эта проблема усугубляется тем, что российские суда перевозят лишь 4-6% поставляемой на экспорт продукции, использование услуг международных транспортных компаний осложняется действующими в отношении РФ санкциями.

  • Недостаточная развитость портовой инфраструктуры, включая шоурумы, склады, склады временного хранения, консигнационные склады – как в регионе ЕАЭС, так и в ЛАК.

  • Отсутствие прогресса в переговорах о ЗСТ со странами ЛАК, в том числе с Чили.

  • Недостаточная государственная поддержка в вопросах поиска местного партнера в регионе ЛАК для участия в тендерах, информирования о специфике локализации производства.

  • Отсутствие сложившихся межбанковских отношений между регионами ЕАЭС и ЛАК. Как следствие, взаимные расчеты за поставки товаров и услуг осуществляются преимущественно в валютах третьих стран и с использованием зарубежной платежной инфраструктуры, что обуславливает риск разрыва или «заморозки» сделок в случае введения санкций.

Комиссия планирует организовать серию встреч с бизнесом, чтобы проработать и обобщить предложения предприятий регионов и выработать конкретные меры поддержки совместных инициатив и преодоления барьеров.

Long Distances, Great Prospects: Cooperation between the EAEU and Latin America and the Caribbean Reaches a New Level

On June 24, the Eurasian Economic Commission held a presentation of the analytical report prepared in cooperation with the UN Economic Commission for Latin America and the Caribbean entitled: "The Eurasian Economic Union and the Latin America and the Caribbean: A Transcontinental Partnership".

The joint report preparation has become an additional step in deepening the cooperation between the regions of the EAEU and Latin America and the Caribbean (LAC), which, according to Sergey Glazyev, Member of the Board (Minister) for Integration and Macroeconomics of the EEC, has recently been gaining momentum. In particular, the Commission has concluded memoranda of understanding and cooperation with four integration associations in the LAC region (the General Secretariat of the Andean Community, the Latin American Economic System, the Secretariat for Economic Integration in Central America, the Common Market of South America), as well as the United Nations Economic Commission for Latin America and the Caribbean. The states of the regions have always confirmed the adherence to the shared principles of multilateralism in diplomacy, and supported the principles of transparency and multilateralism in international trade. The cooperation is also evolving at the level of joint business initiatives in a wide range of areas (including but not limited to pharmaceuticals, mechanical engineering, ICT services). At the same time, the low trade turnover and FDI volumes (disregarding the offshore ones) indicate that the potential for interaction has not been fully realized. Hence, the identification of the most promising areas of cooperation and impediments is specifically relevant.

Presenting the main conclusions and proposals for deepening interaction, Andrey Panteleev, Head of the Economic Policy Strategies Section at the EEC Macroeconomic Policy Department, noted, among others, that a stable EAEU export interest in the LAC region has not yet been determined. The trade of Armenia and Kyrgyzstan consist of one-off supplies and are, thus, volatile. Supplies from Belarus are negligible, if one disregards potash fertilizers. The export specialization of Russia and Kazakhstan is established, but focused on commodities (oil products, sulfur) and low value-added products (fertilizers). In general, the goods that might have been supplied within the framework of mutual EAEU-LAC trade tend to be traded with the third countries.

The main reason is the expensive logistics engendered by the long distances and, for some of the EAEU states, remoteness from transport hubs, above all, the port infrastructure. Other constraining factors involve non-tariff barriers (in particular, a differentiated import tariff rates under and out of quota, technical requirements, etc.), as well as the embeddedness into already functioning main trading partners’ production chains, among other, the politically-driven one.

Provided the indicated impediments, the decision to relocate production facilities in the partner region comes naturally. Indeed, while the examples of the cooperation projects of this form are not numerous, they manifest in a wide range of spheres from resource exploration to pharmaceuticals, from vehicle assembling to ICT services. At the same time, the balance of payments statistics provides the evidence that the volume of productive investment between the EAEU and the LAC region is insignificant: in particular, 99% of FDI entering the EAEU is directed from offshore territories.

In addition to cooperation opportunities in the spheres of trade, investment and business ventures, the report presents prospects for interaction in other areas, including “green energy”, tourism, science and technology, as well as the exchange of the accumulated experience of regions in integration and dealing with the structural economic problems.

Following the presentation of the key conclusions of the report, Yaroslav Lisovolik, the moderator of the first session, Program Director of the Valdai Discussion Club, invited the participants to provide comments on the report. The discussants were anonymous in expressing high appreciation of the presented materials and underlying the importance of continuing the analysis of drivers for cooperation between the regions of the EAEU and LAC.

Representatives of the integration associations of the LAC region - Permanent Secretary of the Latin American Economic System Javier Paulinich and Secretary-General of the Secretariat for Economic Integration in Central America Melvin Redondo noted that the presented report symbolizes a common perspective on the importance of developing cooperation shared by the two regions’ international organizations, and have articulated the proposals on further deepening of interaction. In this vein, Mr. Paulinich has made a proposal to hold a series of consultations in order to precise the most promising cooperation areas.

Dmitry Belov, Deputy Director of Department of Latin America of the Ministry of Foreign Affairs of the Russian Federation, stressed the importance of the thesis on the need to research the LAC integration experience provided a significant history and a diversity of cooperation mechanisms in the region. As noted by Mr. Belov, in its turn, the Ministry of Foreign Affairs pays a great attention to the development of dialogue with Latin America, including as part of the work to inform business about the possibilities of doing business in the LAC and the EAEU.

Among other invitees to comment on the report, there were the leading experts in the field of research of interaction between the two regions. Dmitry Razumovsky, Director of the Institute of Latin America of the Russian Academy of Sciences, listed a number of challenges hindering the development of cooperation between regions, including arguably insurmountable non-tariff barriers, the absence of preferential trade agreements between the EAEU and the LAC states, the dependence of mutual settlements on the third countries’ financial institutions, insufficient attention to "new" sectors of the economy, including digital services and e-commerce. Ignacio Bartesaghi, Director of the International Negotiations Institute of the Catholic University of Uruguay, argued that an important addition to the existing ties between the two regions might be represented by the collaboration at a level of the two regions’ development institutions, including the regional development banks.

The second session of the event has brought together the representatives of businesses implementing projects in the LAC and EAEU regions. Presenting their experience of carrying out projects and launching ventures in the partner region, the heads of enterprises have indicated to the barriers and restrictions requiring a primary response from the EEC and the EAEU and LAC Member States.

 “The discussion of the challenges and prospects of cooperation with the business representatives of the two regions allows deriving deeper conclusions and, on the basis thereof, proposing effective measures to spur trade and economic cooperation between the LAC and the EAEU regions,” explained Andrey Panteleev, the session’s moderator, Head of Economic Policy Strategies Section at the EEC Macroeconomic Policy Department.

According to Sergey Krasilnikov, Vice-President - Managing Director of the International Bilateral Cooperation Directorate of the Russian Union of Industrialists and Entrepreneurs, the key obstacle to developing contacts with Latin America is the lack of awareness of the opportunities and specifics of doing business abroad. As Mr. Krasilnikov noted, the reduction in the number of Russian trade representatives in the LAC region only exacerbates the problem. Importantly, the necessity to support entrepreneurs in accessing information on doing business abroad was shared by all the discussion’s participants. Besides, as regards further research of the EAEU external economic activities prospects, Mr. Krasilnikov came up with a proposition for the EEC to collaborate with the other UN regional commission to prepare similar reports.

Natalia Melnikova, CEO of “Mission Foods Stupino”, presented the experience in entering the Russian market with such an unusual for domestic consumer, while habitual for Latin Americans food product as corn chips and tortillas. “The success of our business is primarily the result of our decision to locate production in Russia,” she noted and advised all the Latin American enterprises that consider entering the EAEU market to adhere to a production localization strategy in order to better adapt to consumer tastes in a remote region. Among other success factors, Ms. Melnikova noted the location of the plant in the special economic zones providing access to necessary infrastructure, tax and investment benefits, as well as support from the regional authorities in obtaining permits.

Mikhael Gorodkov, Head of Treasury at “Sodrujestvo”, informed on the experience of acquisition of a Brazilian company for the production of soybeans in Latin America. The decision to invest in the LAC region, being an alternative to imports, aimed at gaining control over the quality of raw materials, as well as the carbon footprint of products. In addition, having acquired the company, Sodruzhestvo got access to a client base, he explained. At the same time, the prospects for expanding exports from Latin America to other EAEU countries (except Russia) are restrained due to logistics difficulties: additional transshipments and rail transit entail a substantial increase in the products’ prices.

Another important barrier to the beans import from the LAC region is the stringency of the current technical regulations, stipulating higher requirements for the content of pesticides in genetically modified beans than those adopted at the international level.

According to Mikhael Tsapenko, Sales Manager at Hydro Energy Division of “Power Machines”, for the company, the key barrier to the implementation of international energy projects is the sectoral sanctions. “Nevertheless, the Latin American region is a key driver of the company's growth,” he said. Provided sanctions, the EAEU regional integration mechanisms may become an instrument of minimizing negative consequences. In Latin America, the company implemented projects for the construction of thermal and hydroelectric power plants, including those with financial support from VEB, REC and EXIAR. Currently, several projects are planned to be developed in Mexico and Argentina.

A representative of another EAEU high-tech company, Maxim Andrianov, Head of Regional Marketing Division of “Russian Helicopters”, emphasized that the current LAC region’s fleet comprises 352 Russian helicopters. What is more, the company’s helicopters are present in almost all the LAC countries, including Peru, Venezuela, Cuba, Colombia and Mexico as key buyers. The company forecasts its share in the LAC market to reach 15% by 2030. According to Mr. Andrianov, although the enterprise could provide even more significant supply volumes to the region, the main barrier to trade development is the difficulty of “getting an entrance ticket to the market”, i.e. undergoing procedures for confirming Russian quality certificates of aviation equipment in the LAC region is complicated due to the absence of the corresponding agreement on the conformity assessment.

Concluding the session, Tatiana Mashkova, Director General of the National Committee for the Assistance to the Economic Cooperation with Latin American Countries, summarized the list of problems faced by enterprises starting a business in Latin America:

• Lack of awareness of business opportunities in Latin America. In particular, in Latin America there are no representatives of the Russian Export Center and the Chamber of Commerce and Industry of the Russian Federation, and the number of trade representatives and economic advisers is insufficient.

• Logistic inaccessibility of the region. Contributing to the problem, Russian ships transport 4-6% of exported products only, which is associated with additional risks if the sanctions are imposed on the international corporations’ activities.

• Insufficient development of port infrastructure, including showrooms, ordinary, temporary and consignment warehouses - both in EAEU and LAC.

• Lack of progress in FTA negotiations with LAC countries, including Chile.

• Insufficient government support in finding a local partner in the LAC region under tender procedures, poor access to information on the specifics of production facilities localization.

• The absence of established interbank relations between the regions of the EAEU and the LAC, associated with the risk of ruptured transactions and suspended mutual settlements in case of sanctions’ imposition.

As part of further work in the field of promoting cooperation between the regions of the EAEU and LAC, the Commission plans to hold a series of meetings with business. The meetings are expected to result in gathering and summarizing proposals from the regional enterprises and developing specific measures to support joint initiatives and overcome barriers with further transfer to the responsible EEC departments and the EAEU Member States’ authorities.
