Biography

He was born on October 13, 1963 in Usharal village, Talas District, Dzhambul Region, Kazakhstan.

He graduated from the Kazakh State University named after S.M. Kirov, he is PhD in Economics (1990, thesis subject: "Level of life and living conditions of urban and rural population: socio-economic aspect").

Employment:

From 1985 to 1988, he was a lecturer of the political economy chair at the Alma-Aty Institute of National Economy.

From 1988 to 1992, he was an assistant lecturer, then senior lecturer and associate professor of the sociology chair at the Kazakh State University named after S.M. Kirov.

From 1992 to 1993, he presided the tourist and commercial firm "Marue".

From 1993 to 1997, he was Director General of Kazmet, JSC.

From 1997 to 1998, he was Chief Specialist, then Deputy Director General of Lukoilneftegazstroy-K, CJSC.

From 1998 to 2002, he served as Deputy Akim of Zhambyl Region, Deputy Chairman of the Small Business Support Agency of the Republic of Kazakhstan, Chairman of the Board of Small Entrepreneurship Development Fund, CJSC, Deputy Chairman of the Agency for Natural Monopoly Regulation, Competition Advocacy and Small Business Support of the Republic of Kazakhstan.

From 2002 to 2004, he was First Deputy Chairman of the Agency for Natural Monopoly Regulation and Competition Advocacy of the Republic of Kazakhstan.

From 2004 to 2007, he was Chairman of the Agency for Natural Monopoly Regulation of the Republic of Kazakhstan.

From 2007 to 2008, he headed the Office of the Prime Minister of the Republic of Kazakhstan.

From 2008 to 2012, he was Akim of Pavlodar Region.

In 2012, he served as Minister of Economic Development and Trade of the Republic of Kazakhstan.

From September 2012 to January 2013, he was First Deputy Chairman of Nur Otan People's Democratic Party.

From 2013, he was First Deputy Prime Minister of the Republic of Kazakhstan — Minister of Regional Development of the Republic of Kazakhstan.

From 2014, he was First Deputy Prime Minister of the Republic of Kazakhstan.

From 2016 to 2019, he was Prime Minister of the Republic of Kazakhstan.

In March 1-24, 2019, he served as State Secretary of the Republic of Kazakhstan.

In March-June 2019, he headed the Presidential Executive Office of the Republic of Kazakhstan.

From 2019 to 2022, he was Akim of the city of Almaty.

On June 1, 2022, by the decision of the Supreme Eurasian Economic Council he was appointed Minister in charge of Economy and Financial Policy of the Eurasian Economic Commission from the Republic of Kazakhstan.

By Decision of the Supreme Eurasian Economic Council, he was appointed Chairman of the EEC Board from February 1, 2024.
He was invested with the following orders: Kurmet Order (2008), Parasat Order (2013), Barys Order, 3rd class (2021).
