Outcomes of EEC Council's meeting on November 23-24, 2023
At the meeting of the Eurasian Economic Commission's Council held on November 23-24 in Moscow, the Vice Prime Ministers of the Eurasian Economic Union considered 49 issues. The EEC Council granted a tariff exemption in the form of an exemption from import customs duties for certain types of cattle meat for industrial processing. The tariff exemption for the import of electric vehicles into the EAEU was extended until 2025. The Vice Prime Ministers approved a new version of the rules for issuing licenses and permits for the export and import of goods into the Union. Now these documents can be received electronically. The EEC Council extended for one year the simplified procedure for confirming the origin of goods from developing and least developed countries. Amendments were made to the EAEU marking decisions which will help ensure free movement of goods in the internal market. The possibility to manufacture marine fuel with a sulfur mass fraction not exceeding 1.5% and put it into circulation in the EAEU market was extended for three years. The EEC Council adopted a number of decisions to amend the Rules for determining the country of origin of goods for public procurement. The Union expanded the possibilities for manufacturers of tractors and self-propelled vehicles to equip them with gas-fueled engines. The EEC Council approved the Agreement on the common system for customs transit between the Eurasian Economic Union and a third party (third parties). The common system for customs transit between the EAEU and third countries is created. The EEC Council approved a decision on the EAEU countries' regulatory legal acts in the sphere of natural monopolies subject to convergence.

EEC Youth Council participated in 1st International Forum of Young Businessmen and Entrepreneurs in Havana
The Eurasian Economic Commission's delegation took part in the 1st International Forum of Young Businessmen and Entrepreneurs, organized by the Chamber of Commerce and the Union of Young Communists of Cuba with the support of the Ministry of Foreign Trade and Investment of Cuba, held on the sidelines of the 39th International Havana Fair FIHAV on November 8-10 in Havana. Daniyar Turusbekov, Director of Organizational Support and Protocol Department and Chairman of the Youth Council of the Eurasian Economic Commission, spoke at the opening ceremony of the Forum. Daniyar Turusbekov has noted that trade and economic cooperation between the Eurasian and Latin American regions has enormous development prospects, and Cuba, taking into account its status as the Observer State to the EAEU, can play the role of a bridge between the continents. "Unlocking the economic potential of cooperation could be facilitated by wider participation of young entrepreneurs from the EAEU countries, Latin America and the Caribbean in interstate business projects with integration potential," he noted. Daniyar Turusbekov reminded that the Cuban youth had already started to get acquainted with the Eurasian economic integration: the Cuban delegation headed by Ricardo Cabrisas Ruiz, Vice Prime Minister of the Republic of Cuba, took part in the 2nd CIS and EAEU Youth Forum, held in June in Sochi (Sirius) as part of the Russian presidency of the EAEU in 2023. In conclusion, Daniyar Turusbekov expressed his gratitude to the event organizers, especially to Julio Antonio Garmendia Peña, Plenipotentiary Representative of the Government of the Republic of Cuba in the Eurasian Economic Commission and Ambassador Extraordinary and Plenipotentiary of Cuba to the Russian Federation, and his team, for efficient, comprehensive assistance in strengthening and developing cooperation between the EAEU Member States, the Eurasian Economic Commission and the Cuban side. The opening ceremony of the Forum was also attended by Israil Almeida Molina, representative of the Youth Branch of the Ministry of Foreign Trade and Investment of the Republic of Cuba, Matías Fernández Llarde, President of the Iberoamerican Federation of Young Entrepreneurs, and Julio Muñoz Castro, Youth Advocacy Coordinator of the Presidential Youth Council of Colombia. During the visit, the Forum attendees were given presentations on specific areas of the EEC activities, including the Commission's ongoing work with the Government of the Republic of Cuba on implementing the Memorandum of Cooperation, as well as the formats of the EEC interaction with the professional youth of the EAEU Member States and the Observer States to the EAEU. The EEC delegation also visited the Mariel Special Development Zone, participated in a meeting with Antonio Luis Carricarte Corona, President of the Cuban Chamber of Commerce, and held a meeting with the Union of Young Communists of Cuba on possible interaction with the EEC on issues on the agenda of the Eurasian Economic Union.

“EAEU-2023 Model” starts
On November 7, the Eurasian Economic Union will launch the "Model EAEU-2023", a joint educational project of the Moscow State Institute of International Relations (MGIMO) of the Russian Ministry of Foreign Affairs, the Ministry of Science and Higher Education of the Russian Federation, Peoples' Friendship University of Russia and the Eurasian Economic Commission. This is a unique format that enables to dive into special aspects of the Union's functioning. The "EAEU Model" includes lectures by leading experts and scientific figures in the field of integration, makes it possible to interact with talented young people of the entire Eurasian space, gives the opportunity to receive certificates and state certificates of advanced training, and provides the project participants with positive emotions and invaluable experience. For participation in the project, one should register until November 4 on the "EAEU Model" website at: https://eaeumodel.ru/. Then, a refresher course will be held on November 7-23. At the final, main stage, to be held on December 4-6, participants will try themselves as representatives of the EAEU Member States and elaborate decisions within the proposed agendas for five governing bodies of the Union: the Supreme Eurasian Economic Council, the Eurasian Intergovernmental Council, the Eurasian Economic Commission's Council, the Eurasian Economic Commission's Board, and the Court of the Eurasian Economic Union. Speech by Mikhail Myasnikovich, Chairman of EEC Board, at press scrum following EIC
At the meeting of the Eurasian Intergovernmental Council, the Heads of Government of the Eurasian Economic Union countries considered 30 documents important for deepening our integration. The initiative put forward by the Russian Federation to develop cooperation within the EAEU was supported. The Heads of Government discussed the draft Declaration on further development of economic processes within the EAEU until 2030 and for the period until 2045 "Eurasian Economic Way". The document is expected to be presented to the Heads of State in December 2023. Information on the progress in preparing the report on the outcomes of the EAEU functioning over a 10-year period was reported. The rules for mutual trade in electric power and the rules for determining and allocating the capacity of interstate cross-sections were approved. These are very important documents that ensure the functioning of the EAEU common electric power market. Fundamentally new directions of cooperation – project cooperation – were adopted. The Regulation on selecting joint cooperative projects in manufacturing sectors was approved. Starting next year, the Eurasian cooperative projects will be supported by subsidizing interest rates on loans granted at the expense of the Union's budget in the amount of about 20 mln dollars per year. The highest priority sectors are machine building, microelectronics, aviation, chemical and pharmaceutical industries. On some preliminary outcomes of the work of the EAEU statutory bodies in 2023. The Supreme Eurasian Economic Council adopted 17 documents, the Eurasian Intergovernmental Council adopted 28 documents, the Eurasian Economic Commission's Council adopted 175 documents, and the Eurasian Economic Commission's Board adopted 327 documents. In the first nine months of this year, 8 agreements were signed and 12 international treaties came into effect. The Union countries' economies ensure growth. According to preliminary estimates, the GDP volume index in the EAEU was 102.8% in January-August 2023 compared to January-August 2022. The volume of mutual trade between the Union States increased by 9.6% in the first 8 months of 2023. Cooperation ties become stronger. In January-August 2023, the supplies of cooperative goods increased by 5.2% to the high base of 2022. This contributed to saturating the internal market with the EAEU products. The volume of industrial production for 8 months amounted to 103.2% (930 bln US dollars) to the corresponding period of 2022, in the manufacturing industry – 106.6%, investments in fixed assets for January-June – 108.1% to 6 months of 2022. Real salary increased in all EAEU countries in January-August 2023. The highest growth rates of average monthly real salary were registered in Armenia – 113.9%, Kyrgyzstan – 112.2% and Belarus – 109.3%. The Commission will continue its work on all instructions and objectives outlined by the Heads of Government. The EIC next meeting will be held in early February 2024 in Almaty.

Medicines is the first group of specific goods, with which the EAEU countries started to work closely by the beginning of the functioning of the common market. Highlights of the speech by the Chairman of the EEC Board Tigran Sargsyan at the Conference of the EDB, published in the “Vedomosti” newspaper: “Overcoming under-integration”
I believe there is huge potential for the economic growth in Eurasia, which has not yet been explored. And I think that the main tool that could greatly stimulate the economic growth in our countries may be this supranational institution which has been created. Because our main mission is to be able to summarize the best practices that have been accumulated in the countries, and basing on them, international experience, experience of the European Union we will have to introduce these new supranational institutions, which will stimulate the economic growth in our countries. The axiomatics which lie at the heart of our Treaty on the Union is as follows: If we create the common economic space, we will remove barriers, exemptions and restrictions, create conditions for the free movement of goods, services, capital, and labor, which alone will ensure great potential for the economic growth.
