EEC extended validity of examination for industrial goods in Eurasian Register

By the decision adopted by the Eurasian Economic Commission’s Council, the validity of the certificate of examination for goods included in the Eurasian Register has been extended for one year as a measure to support the EAEU countries’ business community. It bears reminding that this document is required to include the information about products in the Eurasian Register of Industrial Goods being formed by the Commission according to the Rules for the country of origin of goods for public procurement purposes.

The decision was prepared as part of implementing the List of measures to improve the Union’s economic stability (Disposition No. 12 of the EEC Council dated March 17, 2022).

Prior to adopting this decision, the certificate of examination was valid for one year; this period will be doubled in accordance with this new decision. It should be noted that the validity of certificates re-included in the register of goods will be two years.

"We believe that this decision will considerably reduce business expenses associated with obtaining documents and carrying out expert examination required for including in the Eurasian Register. Besides, it will encourage new suppliers and manufacturers to participate in public procurement in all the Union countries", commented Arman Shakkaliev, EEC Minister in charge of Competition and Antitrust Regulation.
It should be noted that at present the Eurasian Register of Industrial Goods includes 5,119 industrial goods and information about 50 manufacturers of the EAEU Member States.

Besides, the adopted decision extends until June 30, 2023 the possibility of including information about products in the Eurasian Register on the basis of the ST-1 Certificate.

Furthermore, the decision contemplates amendments to Annex No. 1 to the Rules of the country of origin of goods for public procurement purposes in terms of adding the CN FEA of the EAEU code and the name "from 3907 Thermoplastics for horizontal highway striping" to paints and varnishes, as well as adjustments to the name and approved conditions and operations for timber loaders.
