Перспективы развития «зеленой» экономики в ЕАЭС и в мире обсудили эксперты на тематической сессии ЕЭК

     Вопросы развития низкоуглеродной экономики в ЕАЭС, перспективы декарбонизации отраслей экономики, создание благоприятных условий для активизации инновационной деятельности и цифровизации экономики обсудили эксперты тематической сессии «Экономика нового формата: цифровая, инновационная, «зеленая». Вызовы и перспективы для Евразийского экономического союза», которая прошла 21 апреля в рамках делового форума «Стратегия опережающего развития Евразийского экономического союза». Кроме того, были рассмотрены успешные кейсы по развитию информационно-коммуникационных технологий и транспортной инфраструктуры, повышению экологической и промышленной безопасности предприятий. Модератором сессии выступил исполнительный секретарь Делового совета ЕАЭС Станислав Наумов.
     Директор департамента макроэкономической политики ЕЭК Аскар Джаппаркулов отметил, что развитие экономики нового формата, предполагающей активное внедрение инноваций, цифровых и «зеленых» технологий, открывает возможности для деятельности человека и развития общества в балансе с природой. «Для эффективной работы новой системы потребуется активное взаимодействие бизнеса, государства и общества», - подчеркнул Аскар Джаппаркулов.
       Директор Центра международного промышленного сотрудничества Организации Объединенных Наций по промышленному развитию (ЮНИДО) в Российской Федерации Сергей Коротков рассказал о деятельности центра в контексте разработки инструментов поддержки реализации Целей устойчивого развития ООН и содействия выполнению странами взятых на себя обязательств по снижению выбросов CO2. Спикер призвал страны ЕАЭС к реализации совместных устойчивых промышленных проектов.
       Директор Института права и развития Высшей школы экономики – Сколково Алексей Иванов коснулся вопросов технологического развития агропромышленного комплекса и стратегии присутствия Российской Федерации на внешних рынках. «Странам необходимо переходить к новой модели экспортного обеспечения, драйвером развития агропромышленного комплекса должен стать именно экспорт», - сказал Алексей Иванов. При этом он отметил, что страны ЕАЭС не докапитализировали и не реализовали свой потенциал в агропромышленной сфере, в частности в отрасли растениеводства.
       Развитию «зеленой» энергетики было посвящено выступление директора департамента внешнеэкономического сотрудничества и развития топливных рынков Министерства энергетики Российской Федерации Сергея Мочальникова. Он отметил, что страны ЕАЭС неоднородны с точки зрения структуры энергобаланса и уровня энергопотребления, в связи с чем национальные стратегии развития будут различаться, однако следует стремиться к тому, чтобы они базировались на единых принципах. «Проблему декарбонизации экономик стран мира невозможно решить без активного международного сотрудничества», - сказал Сергей Мочальников.
       Председатель комитета по природопользованию и экологии Торгово-промышленной палаты Российской Федерации Сергей Алексеев отметил, что позиции стран ЕАЭС по вопросу введения углеродного налога в Европейском союзе должны быть скоординированы, а страны должны активнее участвовать в мероприятиях, посвященных обсуждению вопросов развития «зеленой» экономики.
       Предложения и мнения участников сессии будут учтены при реализации Стратегии-2025.
       В Форуме приняли участие представители международных организаций, уполномоченных органов власти, бизнеса, институтов развития и научных кругов.

Prospects for the "green" economy development in the EAEU and in the world were discussed during the Eurasian Economic Commission thematic session

     

        The experts discussed the issues of a low-carbon economy development in the EAEU, the prospects for decarbonization of industrial sectors, creating favorable conditions for enhancing innovation and digitalization of economy during the thematic session “The New Economy: Digital, Innovative, «Green». Challenges and prospects for the Eurasian Economic Union”, which was held as a part of the Business Forum "Strategy for the Eurasian Economic Union accelerated development" on April 21. The successful cases on the ICT and transport infrastructure development, environmental and industrial safety improvement were also considered in cooperation with the representatives of business-community. Stanislav Naumov, Executive Secretary of the EAEU Business Council, moderated the session.
       Askar Dzhapparkulov, Director of the Macroeconomic Policy Department of the Eurasian Economic Commission, highlighted that development of a new format economy, involving the active adoption of innovations, digital and "green" technologies, opened up the opportunities for human activity and society development in balance with nature. "However, for the effective functioning of a new system, active interaction of business, government and society will be required," Askar Dzhapparkulov emphasized.
       Sergey Korotkov, Director of the UNIDO Centre for international industrial cooperation in the Russian Federation, described the Centre's activities in the context of developing tools to support the implementation of the UN Sustainable Development Goals and assisting countries to fulfill their obligations to reduce CO2 emissions. The speaker encouraged the EAEU countries to implement joint sustainable industrial projects.
       Director of the Higher School of Economics-Skolkovo Institute for Law and Development, Alexey Ivanov, touched upon the issues of the agricultural sector technological development and the strategy of the Russian Federation's presence in foreign markets. "Countries need to adopt
a new model of export activity, export should become the driver of agro-industry development," Alexey Ivanov said. At the same time, he noted that the EAEU countries have not capitalized and realized their potential in the field of agro-industries, in particular in the crop production.
       The «green» energy development issues were presented by Sergey Mochalnikov, Director of the Department for Foreign Economic Cooperation and Fuel Markets Development of the Ministry of Energy of the Russian Federation. He noted that the EAEU countries varied in terms of energy supply mix and energy consumption, thereby national development strategies would be different, but the countries should strive to ensure that they are based on common principles. “The problem of the economies decarbonization cannot be solved without active international cooperation,” Sergey Mochalnikov said.
       Sergey Alekseev, Chairman of the Committee on Environmental Management and Ecology of the Chamber of Commerce and Industry of the Russian Federation, highlighted that the bargaining position of the EAEU countries on carbon taxes in the European Union should be coordinated, and countries should more actively participate in events dedicated to discussing the green economy development.
       The proposals and opinions of the thematic session participants will be taken into account in implementing the Strategy-2025.
       The discussion was attended by the representatives of the international organizations, national regulatory bodies, businesses, development institutions and academia.
