Accession of the Republic of Armenia to the EAEU

The Republic of Armenia made a statement on its readiness to launch the process of accession to the Customs Union and the Common Economic Space, as well as to participate in the formation of the Eurasian Economic Union. This intention was declared in the joint statement of S.A. Sargsyan and V.V. Putin, Presidents of the Republic of Armenia and the Russian Federation, based on the results of the working visit of S.A. Sargsyan, President of the Republic of Armenia, to Moscow on September 3, 2013.

In furtherance of this statement, on September 4, 2013, S.A. Sargsyan, President of the Republic of Armenia, addressed the President of the Republic of Belarus and the President of the Republic of Kazakhstan with the request to provide Armenia with support and assistance in accession to the Customs Union. In addition, on September 13, 2013, V.B. Khristenko, Chairman of the Eurasian Economic Commission's Board, received a letter from S.A. Sargsyan, President of the Republic of Armenia, with the request to take necessary practical steps to launch the process of admitting the Republic of Armenia to the Customs Union.

The next meeting of the Supreme Eurasian Economic Council at the level of the Heads of States held in Minsk on October 24, 2013, resulted in the adoption of Decision No. 49 of the Supreme Eurasian Economic Council 'On the Accession of the Republic of Armenia to the Customs Union and the Common Economic Space of the Republic of Belarus, the Republic of Kazakhstan, and the Russian Federation' in accordance with which a working group was created on the accession of the Republic of Armenia to the Customs Union and the Common Economic Space of the Republic of Belarus, the Republic of Kazakhstan, and the Russian Federation. The Eurasian Economic Commission's Council was instructed to approve the personnel of the working group, while the working group was instructed to organize work on preparing a draft action plan (road map) on the accession of the Republic of Armenia to the Customs Union and the Common Economic Space.

In addition, the Statement of the Heads of the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation, and the Republic of Armenia 'On the Participation of the Republic of Armenia in the Eurasian integration process' was adopted following the summit in Minsk.

On November 6, 2013, V.B. Khristenko, Chairman of the Eurasian Economic Commission's Board, and T.S. Sargsyan, Prime Minister of the Republic of Armenia, signed the Memorandum on Deepening Cooperation between the Eurasian Economic Commission and the Republic of Armenia in Yerevan.

On November 29, 2013, the design of the draft road map was completed and the document was submitted for the consideration of the working group's members.

At the first meeting of the working group held in Moscow on December 5, 2013, the draft road map was presented and discussed in detail.

At the second meeting of the working group held in Moscow on December 12, 2013, representatives of the Belarusian, Russian, and Armenian sides declared their readiness to submit the draft road map for consideration by the Council of the Eurasian Economic Commission, taking into account comments and suggestions.

On December 24, 2013, the road map was approved at the highest level, which was ascertained in the joint Statement of the Heads of States. The relevant Decision of the Supreme Eurasian Economic Council (No. 56) was adopted as well. In general, the implementation of the road map meant for the Republic of Armenia the harmonization of national legislation with the legal framework of the Customs Union and the Common Economic Space.

The progress of implementing the road map was discussed at the meetings of the working group (the third meeting took place in Moscow on February 26, 2014, the fourth meeting in Yerevan on March 31, 2014, the fifth meeting in Moscow on April 14, 2014, and the sixth meeting in Moscow on May 13, 2014).

Taking into account the successful implementation of the road map and considering the desire of the Republic of Armenia to become a full member of the Eurasian Economic Union supported by the heads of the three states, experts of the sides and the Eurasian Economic Commission prepared the draft Treaty on the Accession of the Republic of Armenia to the Eurasian Economic Union even before the official signing of the Treaty on the Eurasian Economic Union. The final version of the draft Treaty was sent to the heads of governments of the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation, and the Republic of Armenia on September 22, 2014. During their work, the sides managed to find solutions for all bottlenecks.

On October 10, 2014, the Presidents of the Republic of Belarus, the Republic of Kazakhstan, the Russian Federation, and the Republic of Armenia signed the Treaty on the Accession of the Republic of Armenia to the Treaty on the Eurasian Economic Union dated May 29, 2014, in Minsk.

The Treaty on the Accession entered into force on January 2, 2015. Armenia became a full member of the Eurasian Economic Union.
