About participation of  representatives of the Department of sanitary, phytosanitary and veterinary measures of the Eurasian Organization for Quarantine and Protection of Plants (EOQPP)  
 During  the period from September 17 to September 18, 2013 the 63rd session of EOQPP will be held and representatives of  the Department of sanitary, phytosanitary and veterinary  measures  of the Eurasian Economic Commission will take part in it as the observers. 

The program of the 63rd session stipulates consideration of :
  • the annual report about fulfillment of recommendations of  the EOQPP Council for 2012;
  • the strategic EOQPP plan by 2014  and  a draft new strategic plan  of EOQPP  for the years  2015-2019;
  • reports of EOQPP working groups  for  means of  plants protection and  phytosanitary  rules;
  • informations of the states-participants on actualization  of phytosanitary  rules/phytosanitary regulation  in their states;
  • draft new international standards by phytosanitary measures   - draft new international standards for phytosanitary measures (NSPM) and other imnportant issues concerning  the EOQPP activity.​
About holding  the sixth meeting of the Consulting committee for technical regulation, taking the sanitary, veterinary and phytosanitary measures  under  the Board of the Eurasian  Economic  Commission
 
On August 22, 2013 the sixth meeting of the Consulting committee for technical regulation, taking the sanitary, veterinary and phytosanitary measures  under  the Board of the Eurasian  Economic  Commission will be held  wherein the following issues are to  be planed in the field of taking the sanitary, veterinary and phytosanitary measuressanitary, veterinary and phytosanitary measures:
 About amendments to the Provision on the procedure of quarantine phytosanitary control (supervision) on the customs territory of the Customs Union.
By reference: in letters of the Ministry of Agriculture of the Republic of Kazakhstan, dated 08.02.2011 No.06-3-7/1132, Russian Agricultural  Supervision Committee, dated  24.04.2012 No. FS-NV3/5177, the Ministry of Agriculture and  Food Products of the Republic of Belarus, dated 01.10.2012 No. 16/3697 it was proposed to  amend  the Provision on the procedure of quarantine phytosanitary control (supervision) on the customs territory of the Customs Union approved  by the Decision of the Customs Union Commission, dated  June 18, 2010, No. 318 "On provision of quarantine of plants" (hereinafter referred to as the Provision).
The proposed amendments to the Provision are directed  to  improved efficiency  of quarantine phytosanitary control (supervision) on the customs territory of the Customs Union of quarantine phytosanitary control (supervision) on the customs territory of the Customs Union and optimization of activities of authorized bodies  providing the quarantine of plants in the member-states of the Customs Union. 
A draft amendment to the Provision  was worked out by experts of the member-states  of the Customs Union within the frameworks  of meetings of the working  group by the direction "Phytosanitary measures" and considered by members of the Subcommittee for phytosanitary measures.
It is proposed to approve  the draft amendment to the Provision and to take a decision on the beginning of  public discussion of the said project.

By reference: the Ministry of agriculture of the Republic of Kazakhstan in its letters, dated 06.11.2012 No. 15-02-34/7160-И, 07.12.2012 No.15-02-34/7768-И and dated 09.01.2013 No. 10-3-10/26833 applied to the Eurasian Economic Commission  (hereinafter - EEC) with a request about inclusion  the issue of expertise of  обратился the List of quarantine  products (cargoes, materials, goods) subject  to quarantine phytosanitary control (supervision) on the customs border  of the Customs Union and  the customs territory  of the Customs Union for compliance with  international standards  for phytosanitary  measures  of the International convention for  quarantine and protection of  plants (EOQPP)(hereinafter referred to as  the expertise of the List) to the agenda  of the current meeting of the Consulting committee for technical regulation, taking the sanitary, veterinary and phytosanitary measures under the Board of the Commission (hereinafter referred to as the Consulting committee).  
In accordance  with clause 4 of the Provision on the single procedure of expertise of standardization legal acts in the field of application of sanitary, veterinary and phytosanitary measures  approved by the Decision  of the Board of the Commission, dated November 6, 2012, No. 212, at  the meeting of the Consulting  Committee, held on March4, 2013, the expert group composition was approved for performance of the List expertise (hereinafter -  the expert group) with the appointed head  - the member of the Consulting  Committee, the Deputy Head of the Russian Agricultural Supervising Committee  Eugeny Anatolievich Nepoklonov. 
An expert conclusion was worked out at  meetings of the expert group by members of the expert group  by the results  of the analysis  of  provisions of international standards of  EOQPP, and a decision  was taken  about its introduction for consideration  of the Consulting Committee.
It is proposed to consider the expert conclusion  provided  by the expert group members.
about the expertise of the Decision of the Customs Union Commission, dated  20.05.2010, No. 299 for compliance with  international standards, solutions and recommendations  for assessment of  rates of formaldehyde  in the manufacture of furniture.
By reference: an application  of the Association  of furniture and woodworking  industry of Russia was sent to  the address of the Eurasian  Economic Commission with a proposal  of performance of expertise  of the Decision of the Commission of the Customs Union, dated  28.05.2010, No. 299 and a draft technical regulation  of the Customs Union  "On safety of furniture products" taken by the Decision  of the Council  of the Eurasian Economic Commission, dated 15.06.2012 No 32 for their compliance with  international standards, decisions and recommendations for assessment of rates of formaldehyde in manufacure of furniture. 
At the 4th meeting of the Consulting committee  for technical regulation, taking the sanitary, veterinary and phytosanitary  measures, dated 04.03.2013 the expert working group composition was approved for the said  issue. 
On April 18-19, 2013  at  the meeting in Astana the expert working group  for assessment of  formaldehyde rates in  manufacture of furniture  according to standardization acts  of the Customs Union  for its compoiance with international standards decided that  the requirements  stated in  the standardization  acts of the Customs Union do not contradict  to requirements of the World Trade Organization  by the levels of migration  of formaldehyde to  the air environment , as well as to requirements of the Agency for environment protection of USA and the similar Californian agency (ОЕННА).
 on approval of the expert group composition for the issue of expertise  of legal acts of the Customs Union in the field of  taking the sanitary and veterinary  measures  for compliance with  international standards, guiding directives and recommendations. 
By reference: an enquiry was sent by the General Directorate  of the European Commission for  health care and protection of consumers concerning  compliance of  of legal acts  of the Customs Union  in the field of  application of sanitary, veterinary and phytosanitary measures with  international standards,  guiding directives and recommendations (the Codex Alimentarius or EU standards)  as for  the allowed level of the tetracycline group of antibiotics in food products, maximum allowed  levels of  radionuclides  caesium -137 and strontsium-90 in food products , as well as prohibition of chloramphenical, nitrofuranes, nitroimidazoles and green malachite  in fodder for animals inthe Customs Union. 
Composition of the expert group formed by   proposals of the Parties  is brought  to the meeting of the Consulting committee  for consideration of  the application  of the General Directorate of the European Commission  for health care  and protection of consumers, as well as the head of the expert group will be chosen  of the members of the Consulting commitee. 

On performance of the second meeting of the Subcommittee for sanitary measuresunder the Consulting commission for technical regulation,  application of sanitary,veterinary and phytosanitary measures under the Board of the Eurasian  Economic Commission.
On August 2013 the second meeting of the Subcommittee for sanitary measures will be held  at the Consulting Committee  for technical regulation, application of sanitary, veterinary and phytosanitary measures under the Board of the Eurasian  economic commission, and the following issues will be considered:
 On approval of  the Plan of meetings of the Subcommittee;
 On introduction of amendments to  the Provision  on the procedure  of carrying out the  state sanitary and epidemiologic supervision (control) of the persons and vehicles crossing  the customs  border of the Customs Union  of coach cars with their  sanitary and technical state not complying with  sanitary requirements during  performance of passenger transportations on the railroad transport  in the international communication and  on the customs territory of the  Customs Union;
 On introduction of amendments to Single sanitary and epidemiologic  and hygienic requirements to  the goods subject to  sanitary and epidemiologic  supervision (control)  referring to  the requirements to surgical, examination and anatomic  gloves, condoms. 

On the forthcoming performance of the working group of "veterinary and sanitary measures".
 
By the initiative of the Kazakhstan party  on August 8-9, 2013 performance of the working group of "veterinary and sanitary measures" is planned.  This group will consider  comments of the European Union  and the United States  for the draft  Provision on the single  procedure  of joint inspections  of objects  and samplins of production  subject to sanitary control (supervision). Also, there are proposals of discussion of  of  the draft document  accompanying  the procssed food products  of the animal origin, as far as expediency of execution in the protected for is concerned.
