​Transport policy and transport safety issues discussed in Belarus

The venue for arrangement of the annual general meeting of the members of the Eurasian union of transport, freight forwarding and logistics organizations (EUTFLO) has been provided by the China-Belarus industrial park "Great Stone". Representatives of the Ministry of transport of Belarus, the EEC, transport NGOs and the Member States business communities discussed transport sector issues during the meeting on April 11, 2018.

Alexey Lyakhnovich, the first Deputy minister of transport and communications of the Republic of Belarus, greeted the participants and noted the significance of holding such an event in the industrial park as one of the infrastructure projects accomplished by the Republic of Belarus within the framework of ensuring the efficiency of logistics potential, transit attractiveness and innovative development.

Alexey Lyakhnovich also briefly commented on the participation of the Ministry of transport of Belarus in the Eurasian integration work in the sphere of transport in 2017.

Furthermore, the results of joint activities of the EEC and the Member States in 2017 were presented to the participants by the Director of the Transport and Infrastructure Department Erzhan Nurakhmetov.

His speech was focused not only on the results of 2017, but also on special aspects of the forthcoming work, taking into account the "roadmaps" adopted in August and October of the previous year aimed at implementation of the Main directions of the Member States transport policy for the period 2018-2020.

The "roadmaps" consist of 97 measures that reflect the integration peculiarities in the sphere of road, water, rail transport and respective infrastructure, as well as areas related to transport activities: digital agenda, industrial cooperation, tariff policy, competition, customs and technical regulation, innovative development, "single window" mechanism and information technologies, training of specialists, etc.

The Commission is convinced that successful implementation of the mentioned measures and integration work performance are only possible in partnership with the EAEU Member States business communities.

The expert opinion of transport workers, carriers, freight forwarders, logisticians will contribute to derivation of a real estimate of the transport services market state and existing barriers. It will also contribute to development of transit, multimodal transportation, improvement of transport services quality and their liberalization, forming of the Eurasian transport corridors, logistics services, etc.

We expect from the industry and NGOs information on transport sector problematic / challenging issues, analytics, certain expert proposals and draft documents on every “roadmap” aspect, Nurakhmetov said.

The EEC representative informed the participants on the progress of conclusion of the Memorandum of cooperation between the EEC and the EUTFLO and also submitted a proposal on improving further interaction between the two parties: relevance of the Republic of Armenia organizations membership in the EUTFLO and need for additional elaboration of initiative proposals with the involvement of competent state authorities.

Interaction of the Commission with international organizations and forums improves effectiveness of efforts to implement the EAEU principle of “Functioning of a common economic space - absence of barriers for mutual access to domestic markets, admissibility of the minimum number of exceptions and restrictions”, Erzhan Nurakhmetov said to the EEC.

Discussion of topical issues of the Eurasian integration in the sphere of transport and infrastructure continued on April 12, 2018 within the framework of the 52nd meeting of the Permanent seminar at the Parliamentary Assembly of the Union State of Russia and Belarus devoted to the state and main directions of transport safety improvement.

During the seminar special attention was paid to the use of national driving licenses on the territory of the Eurasian Economic Union.

Responding to participants’ questions Nurakhmetov noted that work on the issue is multifaceted and affects several directions of regulation.

Protracted discussions of regulatory bodies on the terminology of "transport safety", "transportation safety" or "traffic safety" are not relevant for the industry. Today, with deepening of the integration processes throughout the Union, issues of entrepreneurial activities, migration policy, access to rendering of services, obtaining driving licenses, mutual recognition of documents, training of specialists, insurance and responsibility should be worked out simultaneously and in a meaningful manner on the basis of an international treaty within the Union.

Initiatives for development of a non-state security sector and liberalization of the security​ services market (issues that are now being addressed to the Commission by NGOs of the Parties) require further elaboration at the national level and coordinated decisions of all authorized state bodies, Nurakhmetov said in his speech at the seminar.

Heated debates of the participants continued in the framework of highly specialized sections dedicated to regulatory environment in the sphere of transport safety and ensuring protectability of transport infrastructure facilities from acts of unlawful interference.

The 13th meeting of the Advisory Committee for transport and infrastructure (hereinafter - the Committee) was held in Moscow on April 5, 2018 under the chairmanship of the Member of the Board - Minister in charge of energy and infrastructure Emil Kaikiev. The meeting was attended by the members of the Committee, their authorized representatives and independent experts.

The members of the Committee discussed the issues of improvement of the Treaty on the Union provisions, removal of obstacles on the internal market of the Union in the sphere of transport and infrastructure, interaction of the Commission with international organizations. They were also informed on the progress of harmonization of the Treaty on navigation and adopted decisions aimed at revitalizing the work of the Advisory Committee.

At the beginning of the meeting Emil Kaikiev noted that "this year the Commission together with the Member States will have to perform extensive work on running the "roadmaps" for implementation of the transport policy. In order to do that, it is necessary to develop practical mechanisms and identify tools to execute the shaped plans".

Following discussion of the key issues of the meeting agenda, the members of the Committee adopted decisions on revitalization of the work aimed at early signing of the Treaty on navigation. In order to do that, a meeting of the Subcommittee for water transport of the Advisory Committee will be held in the near future where it is planned to resolve comments on the Draft Treaty received within the framework of carrying out domestic procedures in Belarus necessary for signing the document. 

Within the framework of discussions on improvement of the Treaty on the Union provisions and removal of obstacles on the internal market of the Union, proposals on amendment of the procedure for performance of transport (automobile) control as well as harmonization of restrictions definition with the roadmaps activities were considered. The Committee developed an algorithm for further reconciliation of fundamental disagreements in relation to proposals on amendment of the Treaty on the Union, as well as removal of obstacles on the internal market of the Union.

The issue of interaction between the Commission and international organizations caused heated debates among the Advisory Committee members. It was noted that initiative proposals should be carefully elaborated taking into account the industry-specific aspects and interests of each Member State of the Eurasian Economic Union.
Regulation on the Advisory Committee as well as its Work plan for 2018 were approved at the meeting with a view to revitalize the activity of the Committee.

A corresponding protocol was signed summarizing the results of the meeting.

The next meeting of the Advisory Committee will be held in June 2018 and will be devoted to review of the documents prepared in accordance with the “roadmaps” for implementation of the transport policy.

On March 20, 2018 

the Director of the Transport and Infrastructure Department of the Eurasian Economic Commission Erzhan Nurakhmetov met with the First secretary of the Economy and trade department of the Delegation of the European Union to Russia Mariusz Salnikov to discuss the prospects for development of transport relationships between the EEC and the EU.

The participants noted the need for a closer cooperation on implementation of the digital agenda of the EU and the EAEU, construction and modernization of transport infrastructure and development of the Euro-Asian transport links.​
