18 Jul 2025 Arzybek Kozhoshev met with UN Under-Secretary-General On July 17, Arzybek Kozhoshev, the EEC Minister in charge of Energy and Infrastructure, met with Ms. Rabab Fatima, UN Under-Secretary-General and High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, at the UN Headquarters in New York. Arzybek Kozhoshev expressed his commendation for the intense and continuous activities that the High Representative's Office is conducting for vulnerable groups of States and emphasized the importance of the UN efforts to promote the international agenda on transport connectivity. During the meeting, the two sides discussed priority issues of sustainable transport development, regional integration, and expanding trade and economic opportunities for landlocked countries. The Minister has noted that the EEC attaches key importance to shaping a common transport space, eliminating infrastructural and administrative barriers, as well as fostering digital transformation of logistics. Summing up the meeting, Arzybek Kozhoshev expressed his hope that the exchange of views would lay the foundation for long-term and constructive cooperation between the EEC and the High Representative's Office. The Office of the United Nations High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States was established by the United Nations General Assembly in 2001 to support a number of vulnerable States facing unique challenges in achieving sustainable development goals and fulfilling international obligations.
18 Jul 2025 EAEU agreement on electronic trade in goods may be signed by late 2025 On July 17-18, face-to-face expert consultations chaired by Askat Bekov, Deputy Director of the EEC Tariff and Non-Tariff Customs Regulation Department, took place at the Eurasian Economic Commission's venue, involving public authorities and businesses of the Eurasian Economic Union countries with a view to consider the outcomes of the intrastate approbation of the EAEU draft Agreement on Electronic Trade in Goods. The participants discussed the remaining discrepancies in peculiarities of the Unionwide regulation of mutual electronic trade in goods, the principles of ensuring consumer rights and their protection, approaches to applying electronic document flow, the basics of a common glossary, and the conditions of digital goods turnover. "The Agreement is mainly aimed at establishing common transparent rights for electronic commerce in the Union's internal market. This will ensure freedom of movement of goods and related services, which in light of rapid digitalization will give a significant impetus to the growth of all our countries' economies," mentioned Askat Bekov. Owing to the results of these consultations, the EAEU Agreement on Electronic Trade in Goods may be signed by the end of 2025. The Agreement was developed as part of implementing the Action Plan for Creating Favorable Environment to Develop Electronic Commerce within the Eurasian Economic Union, approved by the Decision of the Eurasian Intergovernmental Council in 2021.
17 Jul 2025 Arzybek Kozhoshev held a working meeting with GEIDCO management Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, held a working meeting with Cheng Zhiqiang, Executive Secretary of the Global Energy Interconnection Development and Cooperation Organization (GEIDCO). During the meeting, the two sides discussed further development of international energy cooperation, promotion of sustainable technologies, and strengthening of strategic partnership in the global energy transition. They also touched upon a number of issues such as the global climate agenda and sustainable energy development, including accelerating the energy transition, digitalizing energy systems and reducing greenhouse gas emissions. "GEIDCO is making a significant contribution to meeting the rapidly growing global demand for electric power from clean and renewable sources. These efforts play a key role in attaining the UN Sustainable Energy for All Goal and in tackling climate change," Arzybek Kozhoshev mentioned. The EEC Minister pointed out that an important step on this path had been the signing of the "Eurasian Economic Path" Declaration, which defined the EAEU climate policy and low-carbon development goals until 2045. Summing up the meeting, the two sides expressed their willingness to continue the dialogue and expand practical cooperation.
17 Jul 2025 EEC discussed improving procedures to fill in declarations for goods and request for release of goods prior to submitting a declaration for goods A meeting of the working group on customs declaration under the specialized Advisory Committee considered a number of initiatives of the Eurasian Economic Union States related to changes in the rules for filling in declarations for goods and a request for release of goods prior to submitting a declaration for goods. It proposed to waive the requirement for a declarant to handwrite or print an obligation to submit the original certificate of origin of goods to the customs authority on the reverse side of its copy, allowing instead to specify such information in a declaration for goods. It also considered a number of relevant issues, including the expediency of defining the "primary packaging" concept and specifying the release annulment marks in a request for release of goods prior to submitting a declaration for goods. The Working Group on Customs Declaration was established in 2021 by decision of the EEC Advisory Committee on Customs Regulation. The scope of its activities covers issues of declarations for goods, including those related to the form and procedure of filling in a declaration for goods.
17 Jul 2025 Specialized Advisory Committee discussed updating lists of standards to some EAEU technical regulations Proposals of the Eurasian Economic Union countries to the EEC plan of research activities in order to develop missing methods of supervision over the implementation of certain mandatory requirements of technical regulations were discussed at the 60th meeting of the Advisory Committee on technical regulation, application of sanitary, veterinary and phytosanitary measures. The meeting proposed developing two methods of research (measurements) under the technical regulations for poultry meat and its processed products. They are aimed at implementing the "deferred" norms of TR EAEU 051/2021 in terms supervising over residues of hormonal and hormone-like substances in poultry slaughter products and rationing the mass fraction of moisture released during storage of chilled poultry meat products. It is also proposed to develop a methodology for measuring the mass fraction of coumarin in food and tobacco products to ensure the requirements of TR CU 029/2012 "Safety Requirements for Food Additives, Flavorings and Process Subsidiaries" and Technical Regulations for Tobacco Products (TR CU 035/2014). All of the named works shall be included in the Commission's R&D Plan for 2026-2027. The meeting approved proposals to update the Unified Sanitary-Epidemiological and Hygienic Requirements for products that are sources of ionizing radiation, as well as products and goods containing radioactive substances. The draft of the relevant amendments to Section 11, Chapter II of the USR, approved by Decision No. 299 of the Customs Union's Commission dated May 28, 2010, has been prepared with due regard to the law enforcement practice and following the analysis of the current requirements for such products and is also aimed at harmonization under the requirements of the International Atomic Energy Agency. The meeting also approved amendments to the lists of standards to two technical regulations: "On Safety of Perfume and Cosmetic Products" (TR CU 009/2011) and "On Requirements for Trunk Pipelines for the Transportation of Liquid and Gaseous Hydrocarbons" (TR EAEU 049/2020). In addition, it approved the updated composition of a number of thematic working groups and subcommittees under the Advisory Committee. Following the meeting, Valentin Tataritsky, the EEC Minister in charge of Technical Regulation, commended members of the Advisory Committee for their constructive and involved approach to considering important issues, emphasized the importance and efficiency of this venue for arranging timely and comprehensive development of the Union's technical legislation, and expressed hopes for maintaining the vector for efficient development of consensus decisions between the relevant regulators and businesses.
16 Jul 2025 Arzybek Kozhoshev: "EAEU Energy Sector amidst Energy Transition: Challenges and Advantages" Arzybek Kozhoshev, Minister in charge of Energy and Infrastructure of the Eurasian Economic Commission, delivered a report entitled "EAEU Energy Sector amidst Energy Transition: Challenges and Advantages" at the UN Headquarters (New York). The speech was part of the event "Accelerating Energy Transition in the Global South: Promoting Steady Economic Growth and Strategic Partnerships" held at the UN High-Level Political Forum on Sustainable Development (HLPF-2025). In his address, the EEC Minister has noted that in 2017 the world entered the phase of the fourth energy transition, where renewable energy sources, digitalization, energy-saving technologies are actively developing, and decarbonization processes are intensifying. In this context, balanced development of both traditional and renewable energy sources is important. Only such an approach can ensure both national and global energy security, the minister believes. Arzybek Kozhoshev emphasized the high energy potential of the "five" countries, mentioning that the EAEU has significant energy resources: 20% of the world's gas reserves, 20% of coal reserves, 7% of oil reserves, and 5% of the world's electric power generation. Special attention was paid to integration initiatives, including the creation of common markets for electric power, gas, oil and petroleum products, development of cross-border infrastructure, and coordination of the EAEU participating countries' climate agenda. Interaction with international partners and openness to joint projects are also among the priorities. The Minister expressed his commendation to the organizers of the Forum and the Global Energy Interconnection Development and Cooperation Organization (GEIDCO) for their contribution to sustainable energy promotion, outlining practical interest in GEIDCO's experience.
15 Jul 2025 Andrey Slepnev: "The EAEU countries' Prime Ministers will consider a mid-term plan for developing and implementing approaches to regulate the climate agenda" A five-year plan for developing and implementing approaches to regulate the climate agenda within the Eurasian Economic Union, approved by the Heads of Governments in 2024, will be presented to the Eurasian Intergovernmental Council in mid-August. "In particular, it is proposed to develop interstate standards in carbon regulation, as well as agreed decisions on accrediting relevant validation and verification bodies," told Andrey Slepnev, Minister in charge of Trade of the Eurasian Economic Commission    According to the EEC Minister, this will also entail taking measures to avoid barriers within the Union caused by the climate regulation of its Member States and engaging with third country partners on trade-related climate measures. The proposed measures, once approved by the Heads of Governments, will be included in the action plan for implementing the "Eurasian Economic Path" Declaration on Further Development of Economic Processes within the EAEU until 2030 and for the period until 2045.
15 Jul 2025 Bakytzhan Sagintaev conveyed birthday greetings to Ali Khamenei Bakytzhan Sagintaev, Chairman of the Eurasian Economic Commission's Board, conveyed birthday greetings to Ali Khamenei, Supreme Leader of the Islamic Republic of Iran. "The EAEU countries highly appreciate the positive dynamics of developing cooperation with the Islamic Republic of Iran based on mutual respect and economic benefit," the congratulatory letter reads. On behalf of the EEC and in his own capacity, Bakytzhan Sagintaev wished Ali Khamenei good health, well-being and fulfilment of all contemplated plans for the benefit of Iran and its citizens.
