EEC Competition Unit and representatives of PRC Ministry of Finance discussed public procurement issues

On March 15, Zhanar Adikova, Director of the Department for Competition and Public Procurement Policy of the Eurasian Economic Commission, informed on the procurement regulation in the Eurasian Economic Union at a meeting between representatives of the EEC Competition Unit and representatives of the Ministry of Finance of the People's Republic of China.

Mutual interest in public procurement procedures was repeatedly emphasized during meetings of the Joint Commission on implementing the Agreement on Trade and Economic Cooperation between the EAEU and the PRC.

Zhanar Adikova has stressed that the main objectives of the EAEU public procurement regulation are to ensure unhindered access of the Union States' suppliers to each other's procurement, to provide national treatment to participants in "guest" procurement, as well as to ensure information openness and transparency of the procurement process.

“The EAEU public procurement is regulated at the regional and national levels. The Commission has the competence to monitor national legislation on procurement and compliance with the EAEU law,” Zhanar Adikova noted. 

Armine Hakobyan, Deputy Director of the Department, stressed profound interest of Chinese colleagues in cooperation, their readiness to share experience and discuss relevant matters in the field of public procurement. Besides, she has noted that there are issues of interest to the national public authorities in this field, and said that their representatives will be invited to follow-up meetings with Chinese colleagues. 

Representatives of the Chinese department were particularly interested in the Member States' obligations envisaged by the EAEU law to provide national treatment in the field of public procurement and the possibility of establishing exceptions therefrom.

For their part, specialists from the Ministry of Finance of the PRC presented the fundamentals of the public procurement legal system in China and spoke in detail about the use of an advanced e-procurement system.

Following the meeting, the parties noted the importance of deepening cooperation between the EAEU and the PRC and agreed to continue the dialogue.
