EAEU authorized economic operators enabled to mark goods without customs authorities' permission
The simplification will allow AEOs to minimize goods marking costs, as well as to accelerate releasing goods. At the same time, type 2 and 3 certificate holders with their own marketplaces will be able to optimize foreign storage and marking. This will rule out bureaucratic obstacles reducing the burden on business.
The document is aimed at the development of the authorized economic operator institution within the Union, creation of competitive advantages for the EAEU companies, and implementation of leading international trends and standards, most particularly relating to the World Customs Organization.
The document allows to use the infrastructure of the Union to the utmost, making it as convenient and comfortable as possible for the business in the EAEU countries.
"In the current macroeconomic conditions, the adoption of the decision by the Council will become an actual support for the law-abiding business of the Union, which includes AEOs," Maksat Mamytkanov, the EEC Minister in charge of Customs Cooperation said. "Moreover, all necessary measures will be taken in terms of supervision of marking imported goods by the customs authorities."
The Authorized Economic Operator concept is a recognized international standard of the partner program, and the AEO is a specially designated category of persons granted with simplifications during customs operations and customs control as persons meeting specified requirements.
Paragraph 5 of Article 437 of the EAEU Customs Code establishes that the Commission shall be entitled to determine other special simplifications not stipulated in this Article, provided to authorized economic operators.
