The EEC Council has adopted an updated version of three technical regulations of the Customs Union "On safety of railway rolling stock", "On safety of high-speed rail transport" and "On safety of rail transport infrastructure".
The updated versions of technical regulations were elaborated by the Ministry of Transport of the Russian Federation jointly with the Eurasian Economic Union countries in close cooperation with railway administrations, authorized authorities in the field of transport and technical regulation as well as the EAEU States’ business community and manufacturers.
Adopting three technical regulations in a new wording will have a positive impact on the business environment as it contains a number of relevant provisions for the manufacturing industry and users with due regard to the practice of applying existing technical regulations accumulated since 2011, eliminates existing uncertainties in the field of their application and unifies conformity assessment according to uniform rules and procedures of standard schemes.
In particular, shunting locomotives as used in auxiliary production processes and not used on public tracks are excluded from the regulation scope of Technical Regulation "On safety of railway rolling stock" and new types of products (three-axle, four-axle bogies and their components) that have a significant impact on the safety of freight rail transport are included in the regulation scope of Technical Regulations "On safety of railway rolling stock" and "On safety of high-speed rail transport".
Enacting the updated documents is scheduled in six months from the date of their adoption. With regard to new subjects of regulation, the effective date is set at 18 months to prepare the manufacturing industry for these requirements.
