EAEU approved technical regulation for products intended for civil defense and emergency protection

The Eurasian Economic Commission’s Council has adopted the Eurasian Economic Union’s Technical Regulation "On safety of products intended for civil protection and defense in emergency situations of natural and anthropogenic character". The technical regulation was elaborated by the Ministry of Emergency Situations of Russia jointly with the Eurasian Economic Union countries.


The technical regulation is aimed at improving the safety of products used in emergency situations as well as increasing mobility of interstate interaction when adopting on-the-spot decisions by unifying requirements for products in terms of proposed engineering solutions.

For example, it applies to protective and hermetic devices, ventilation units and filters, sensors, accident rescue vehicles, robotics, tools and devices for searching injured persons, etc.

The technical regulation takes into account the following risks:

- injuries and fatalities in civil defense shelters;

- injuries and fatalities when using civil defense products;

- failures of life-saving and data transmission equipment in
emergency situations;

- errors and unreliability of software and hardware used for monitoring emergencies;

- dangers of delaying or disrupting emergency notification and informing government agencies and the public.

The technical regulation will come into effect on June 1, 2023 and will define the Union’s uniform
 requirements for products and procedures for its admission to the market as well as ensure the safety of using such products and its free circulation
 in the single economic space by issuing uniform conformity assessment documents.

In accordance with the established procedure for regulated products, transitional provisions will be established for applying the technical regulation to ensure a smooth transition of the manufacturing industry to the uniform mandatory requirements introduced for the first time.

"After adopting this new technical regulation, the total number of unified technical regulations will amount 50", commented Timur Nurashev, Director of the EEC Technical Regulation and Accreditation Department. “3 more technical regulations are in a high degree of preparation. Therefore, the Union consistently covers all mutually-traded products for the purpose of its free circulation in the common economic space".
